In recent years, international cooperation in the field of education and training of Vietnam has achieved important results, helping to improve the efficiency of international cooperation and the position of Vietnam in the world.

Vietnam has established educational cooperation relations with more than 100 countries and territories. According to the Minister of Education and Training Phung Xuan Nha, in the past 7 years, international cooperation in the field of education and training has been improved, helping to improve the efficiency of international cooperation and the global position of Vietnam.

In order to achieve the above, in the management work, the Ministry of Education and Training has continued to improve the system of legal documents on the management of foreign cooperation and investment and dispatched staff to work abroad. At the same time, implementing 6 level 3 and 4 public services on enrollment and management of Vietnamese students studying abroad with state budget-funded scholarships on the National Public Service Portal.

According to statistics of the Ministry of Education and Training, in the period 2013-2016, there were 68 international agreements and 23 international treaties signed; In the 2016-2020 period, the Ministry of Education and Training presided over the negotiation and signing of 75 international agreements and treaties at the Government and ministerial levels. 

In particular, in the 2019-2020 school year, the Ministry of Education and Training presided over and signed 21 international cooperation documents (including 6 government-level documents, 15 ministerial-level documents) and signed a recognition agreement diplomas to promote student mobility with countries in the region and around the world such as Agreement on Vietnamese-German Universities, Agreement on Teaching English under the Peace Program;Notes on Human Resource Development Scholarship Project with Japan;Agreement between the Government of Vietnam and the Government of Armenia on cooperation in the field of education and science;Agreement between the Government of Vietnam and the Government of Latvia on cooperation in the field of education;Agreement between the Government of Vietnam and the Government of France on the development of CFVG for the period of 2019-2023.

According to the Ministry of Education and Training, the agreements on education cooperation between the Ministry of Education and Training and its partners have been actively promoted and implemented by the parties in an effective and practical manner. Up to now, the country has a total of 455 FDI ​​projects from abroad investing in the field of education and training.

Cooperation between the Government of Vietnam and the governments of other countries has also brought thousands of scholarships annually for Vietnamese citizens to study abroad. Currently, 19 countries have granted Agreement scholarships to Vietnam, many of which have advanced education, modern science and technology background. The number of scholarships granted by foreign governments to the Vietnamese government has increased from about 400 scholarships/year (2013) to 1,400 scholarships/year (2019).

The Ministry of Education and Training has effectively implemented agreements and agreements with foreign countries on education cooperation through the selection and sending of Vietnamese students to study abroad and receiving foreign students. study in Vietnam. Currently, the Ministry of Education and Training is directly managing 6,067 Vietnamese international students studying abroad under the Government's scholarship programs and schemes (accounting for 4% of the total 192,000 Vietnamese students. are studying abroad).

Vietnam is also becoming a destination chosen by many international students, with the advantages of continuously raised quality of education, attractive study costs, attractive living, safe living environment. By the academic year 2019 - 2020, more than 21,000 international students from 67 countries around the world are studying in Vietnam, of which 14,400 students are studying at university or higher education programs.

Our general education institutions are also contributing to promoting international integration in implementing integrated education programs in preschool and high school, helping students to access international programs, contributing to part to improve language proficiency for students and teachers.

For higher education institutions to actively and actively expand cooperation in scientific research, increase the number of curricula in foreign languages, technology transfer, joint training, and credit recognition., link the program with prestigious foreign universities, and develop policies to attract foreign students and scientists to study and research in Vietnam. Currently, there are more than 450 international training programs of 70 higher education institutions. Training association programs with foreign countries have recruited a total of 86,000 students and trainees. Training association with foreign countries has enhanced the efficiency of training high-quality human resources, enhancing the status of Vietnamese higher education institutions in the world.

In the academic year 2019-2020, in the context of complicated developments of the epidemic and Covid-19 disease, the Ministry of Education and Training has actively coordinated with the Ministry of Foreign Affairs to guide international students in epidemic prevention and control; coordinating with Vietnamese representative agencies abroad, foreign representative agencies in Vietnam, international student associations to collect information about the situation of Vietnamese overseas students, report to the Steering Committee National Covid-19 prevention and control, proposing appropriate support measures. The Ministry of Education and Training has also directed higher education institutions to take specific activities to facilitate overseas Vietnamese students and foreign students to study in Vietnam.
