The 8th Plenum of the Party Central Committee of the Communist Party of Vietnam, 12th tenure, solemnly opened at the headquarters of the Party Central Committee, Hanoi, on October 2, 2018.
An overall view of the 8th Plenum
The Conference discussed and contributed opinions to the economic – social, financial – banking situation in 2018 and plan on the economic-social development and the State’s finance-budget in 2019. It also reviewed the work done in implementing the Resolution of the 4th Plenum of the Party Central Committee, 10th tenure, on the Vietnam sea strategy to the year 2020; the stipulations on the responsibility of setting good examples by the Party members and officials, first of all, by the Politburo members, the members of the Secretariat and the members of the Party Central Committee and the establishment of sub-committees in preparation for the 13th National Congress of the Party.
Speaking at the opening meeting, General Secretary Nguyen Phu Trong said that there is a lot of new, intensive and extensive, long-term and comprehensive contents concerning the opinions being contributed to the economic-social, financial-banking issues.
As for the review of the work done in implementing the Resolution on the Vietnam Sea Strategy to the 2020, the General Secretary said that the issuance of a new Resolution on the marine economic strategy of Vietnam is of utmost importance and necessity with the aim of orientating the building of strategy, planning and plan on the marine and coastal economic development in conformity with the Strategy and Plan on Economic-Social Development of the country in the 2021-2030 stage.
Also at this Plenum, the Political Bureau will present the Party Central Committee to consider and decide the issuance of the Stipulations on the responsibility of setting good examples by Party members and officials, first of all, by the Politburo members, the members of the Secretariat and members of the Party Central Committee./.
General Secretary Nguyen Phu Trong introduced for election of State President
The 8th Plenum, the 12th tenure, of the Party Central Committee, on October 3, 2018, unanimously agreed to introduce General Secretary Nguyen Phu Trong to the National Assembly to elect him the State President at the 6th session of the National Assembly, the 14th tenure (it is to open on October 21).

This is for the first time that the head of the Party has been introduced by the Party Central Committee to the National Assembly for the election of the State President.
General Secretary Nguyen Phu Trong was born on April 4, 1944 in Dong Hoi Commune, Dong Anh District, Ha Noi City.
From 1963-1967, he was a student at the Hanoi University, and after that he worked for many years at The Communist magazine and acted as its General Editor from August 1991 to August 1996.
From January 2000 to June 2006, he was Secretary of the Party Committee of Hanoi City and after that he was Chairman of the National Assembly, the 11th and 12th tenures.
In January 2011, he was elected General Secretary of the Party Central Committee, 11th tenure and in January 2016, he was re-elected General Secretary at the 12th National Party Congress./.
30 years of attracting foreign direct investment
A Conference to review the work done after 30 years of attracting foreign direct investment in Vietnam was organized by the Ministry of Planning and Investment in Hanoi, on October 4, 2018.

This is the national conference with the participation of Prime Minister Nguyen Xuan Phuc, D eputy Prime Minister Vuong Dinh Hue, together with many Party and Dtate leaders. It also brought together over 3,500 domestic and international delegates.
As reported by Minister of Planning and Investment Nguyen Chi Dung, attracting foreign direct investment of Vietnam has reflected the door-opening policy of the Party and State of Vietnam in a bid to take Vietnam from a less developed country to become a country with middle income with the ever being raised position on international arena.
As of August 2018, there are 26,500 FDI projects in Vietnam with the registered capital of USD 334 billion and the realized capital of USD 184 billion. FDI has contributed 20% of GDP.
Economically, FDI has played an important role in boosting the economic growth of Vietnam. It has also made an active contribution to perfecting the market economic institution, improving business environment and enhancing the foreign relations, cooperation and international integration.
Speaking at the conference, Prime Minister Nguyen Xuan Phuc affirmed that the door-opening policy to attract FDI is the correct policy, making a contribution to implementing a lot of the country’s targets.
However, after 30 years of attracting FDI, there remain a lot of limitations. So Vietnam needs to boost cooperation with foreign investors for better business and production. We should encourage foreign investment in high technologies, environmental protection, and particularly we should attract projects of future technologies of the industrial revolution 4.0./.

In face of the Chinese ship pushing closely to US ship in Truong Sa Islands, Foreign Ministry Spokeswoman Le Thi Thu Hang said that again Vietnam affirms its sovereignty over Hoang Sa and Truong Sa archipelagos. In its capacity as a member country of the 1982 UN Convention on the Law of the Sea (UNCLOS 1982) and a coastal country in the East Sea, Vietnam has always respected the freedom of navigation and aviation on the East Sea, conforming to the UNCLOS 1982.
Vietnam has always closely followed the events happening on the East Sea and continued to stress that maintaining peace, stability, security and safety, freedom of navigation and aviation on the East Sea is both the interests and responsibility of all the countries inside and outside the region. All the countries concerned should be held responsible for making a constructive and active contribution to this common goal on the basis of respecting the principles on international law./.
Hand-foot-mouth epidemic breaks out; 6 children die
In 9 months of 2018, there are 53,529 cases of hand-foot-mouth disease in 63 provinces and cities, in which 52,845 cases have been hospitalized and 6 cases have died.
Hospital is overloaded with hand-foot-mouth patients
It is forecast that the hand-foot-mouth epidemic inclines to increase in the coming time, especially among school children. This disease can cause meningitis, or myocarditis or pulmonary edema, leading to death.
In face of the situation, the Health Ministry urgently asks the hospitals and localities to heighten the prevention of the epidemic. There must be no subjective ideas about the disease and when any child is discovered having the disease, he must be taken to hospital immediately for treatment.
Parents of the said patients should consult doctors and visit the nearest health stations for timely treatment of their children./.
First made-in-Vietnam car on display in Paris Motor Show
Two sedans LUX A2.0 and SUV LUX SA2.0 of Vinfast were on display at Paris Motor Show 2018 on October 2, 2018.

This is for the first time Vietnam has joined the biggest car show in the world.
The show happened in 15 minutes at Paris Motor Show. At the show, Vinfast was honored by the top Europe – Autobest as a “New Star” of the world car makers.
The award recognized the good beginning and aspiration of Vinfast. Dan Vardie, President of Autobest, presented the “New Star” Prize to Vinfast. James Deluca, CEO of Vinfast said that Paris Motor Show 2018 is an opportunity for Vinfast to introduce itself to the world.
Vinfast‘s production area, 335 hectares large, is located in Haiphong, Vietnam. This is one of the largest industrial projects in Vietnam so far; the ground-breaking ceremony was held in September 2017. The production complex is modern and equipped with the world top facilities to ensure the manufacture of products to international standards./.
First Vietnamese receives international “Smart Country” Award
Female academician-doctor-business woman of Vietnam Nguyen Thi Thanh Nhan was awarded with “The World’s Best Smart National Concept and Model” at the Global Smart Cities Contest 2018, held in London, the UK, on October 1, 2018.

The contest was organized by the World’s Smart Cities Organization in coordination with the Institute of Control Sciences of the Russian Academy of Sciences and the Normandy French Tech Association.
Having surpassed hundreds of models and projects on smart cities from different countries, Ms Nguyen Thi Thanh Nhan, Chairwoman and General Director of the Advanced International JSC (AIC Group) of Vietnam has won the World’s Best Smart National Concept and Model” award.
The solution created by the AIC Group can connect central agencies, ministries and cities with grassroots establishments like schools, hospitals and enterprises./.
