On the morning of September 27, Deputy Prime Minister Truong Hoa Binh, on behalf of the Funeral Organizing Board, declared the start of the memorial service ceremony.
General Secretary Nguyen Phu Trong read the funeral oration, saying that the death of President Tran Dai Quang is the great loss for the Party, State, people and his family. As one of the key leaders of the Party and State, President Tran Dai Quang has always held a high sense of responsibility and set a good example to maintain the unity of the Party; he has always placed the interests of the Party and the nation above all else.
He was buried in his home town of Quang Thien Commune, Kim Son District, Ninh Binh Province./.

Two vaccines successfully produced in Vietnam
The seasonal flu vaccine and A/H5N1 vaccine have been successfully produced in Vietnam and they were announced on September 25, 2018 at the Institute of Vaccines and Biological Health, Nha Tang City.

ADB lowers its forecast of Vietnam’s GDP to 6.9%
In a press briefing to announce the Asian Development Outlook (ADO) on the morning of September 26, 2018, ADB in Vietnam said that its forecast of Vietnam’s GDP increases by 6.9% in 2018.

The reason is the slight reduction of export, agriculture, construction and mineral mining in the second half of 2018. This is also possibly the escalating trade tension between China and the US that could affect negatively Vietnam’s export activities and the FDI flow into Vietnam.
Meanwhile, ADB’s prediction of inflation has been adjusted from 3.7% to 4.0% for 2018 and from 4.0% to 4.5% for 2019.
Earlier, at its regular meeting in August, the Government of Vietnam forecast that GDP in 2018 could be able to reach 6.8%, higher than the set target, while the World Bank predicted that Vietnam’s GDP increases by 6.8%./.
Vietnam rated among top 10 of best telecommunications development
On September 27, 2018, the Ministry of Information and Communications organized an International Investment Promotion Forum on Information and Communication in 2018 in coordination with the India-ASERAN ICT Expo under the theme “Digital Connectivity in Industrial Revolution 4.0.

The Forum brought together 500 representatives from the Governmental agencies of ASEAN countries, the partner countries and foreign enterprises and investors.
Speaking at the opening ceremony, Vice Minister of Information and Communications Phan Tam said that the Industrial Revolution 4.0 is creating an unprecedented change in all spheres of the economy and social life.
He affirmed that the Vietnamese Government has been building the vision, orientation and policy for all the economic and social areas so as to make the best use of the best advantages brought about by the Industrial Revolution 4.0.
Mr Ravi Kant, Vice Minister of Indian Communications said that the telecommunications and the information and electronic technologies have become gradually Vietnam’s key economy with its total revenue in 2017 being put at USD 110 billion.
Vietnam is judged as one of the 10 countries that have the best developed telecommunications. A lot of prestigious technology groups are found present in Vietnam and are working effectively and successfully, typically the Samsung group of the Republic of Korea.
