Vietnam hosts 14th ASOSAI Assembly
Speaking at the opening meeting of the 14th Asian Organization of Supreme Audit Institutions (ASOSAI) Assembly on the morning g of September 19, 2018, Chairwoman of the National Assembly Nguyen Thi Kim Ngan said that this Assembly is the landmark of historical character of the State Audit of Vietnam when for the first time, it has the honor to host this important event.

Together with the process of renovation, Vietnam continues to boost its ever more intensive and extensive international integration. In recent time, Vietnam has hosted and successfully organized a lot of important international events such as the APEC Summit in 2017, or the WEF on ASEAN in 2018, to name a few, she further stressed.
The Chairwoman of the National Assembly also said that 2018 has also marked the 24 years of growth and development of the State Audit of Vietnam.
The Hanoi Declaration will be served as the official document of the 14th ASOSAI Assembly. The Hanoi Declaration is also hoped to make a contribution to the community of the supreme audit institutions in order to solve the environment issue.
The State Audit of Vietnam will be the Chairman of ASOSAI for the 2018-2021 tenure and the member of the Executive Board of ASOSAI for 3 consecutive terms (09 years) from 2015 to 2024.

Vietnam-France signs Joint Vision Statement on Defense Cooperation
A senior defense delegation of Vietnam led by General Ngo Xuan Lich, Politburo member, Deputy Secretary of the Military Commission of the Party Central Committee, Defense Minister, paid an official visit to the Republic of France on September 15-20, 2018 at the invitation of Ms Florence Parly, Minister of the Armed Forces of the Republic of France.

On the afternoon of September 17, 2018, at the headquarters of the Ministry of the Armed Forces of France, Minister Florence Parly chaired the Welcoming ceremony in honor of Defense Minister Ngo Xuan Lich. After that, the two ministers held talks.
At the talks, the two sides exchanged the regional and international issues of mutual concern. French Minister of Armed Forces affirmed that the Republic of France shared the common views with a lot of countries on ensuring security, safety and freedom of navigation and aviation in the spirit of highly respecting international law and the Republic of France will continue to make contributions to maintaining the environment of peace, stability and development in the region where France has got its interests. The two ministers unanimously agreed that all the disputes must be treated in a peaceful way in accordance with international law, including the 1982 UN Convention on the Law of the Sea.
The two ministers highly appreciated the positive developments in the defense relations and cooperation between Vietnam and France in recent time and further believed that the defense relations are one of the pillars of the Strategic Partnership between the two countries. Since 2009 when the two countries signed the defense cooperation agreement, the bilateral defense relations have achieved a lot of important results, suitable to the development of the situation. Especially when Vietnam and the Republic of France lifted their relationship to the Strategic Partnership, the two countries have reserved their concern over the further development of defense relations and cooperation and recorded practical achievements in various fields.
On the defense relations and cooperation in the coming time, the two sides have unanimous agreement to improve the results of the existing cooperation mechanism and search for the cooperation opportunities in the areas of mutual interest. On this basis, the two ministers signed a Joint Vision Statement on Defense Cooperation for the 2018-2028 stage; the Amended Agreement of the Agreement on Defense Cooperation between Vietnam and the Republic of France signed in 2009.
The Joint Vision Statement on Defense Cooperation will help deepen further the defense relations and cooperation in the overall Strategic Partnership between Vietnam and the Republic of France on the basis of respecting independence, sovereignty, territorial integrity and law of each country.
On this occasion, Defense Minister Ngo Xuan Lich extended with high regard the invitation to Minister Florence Parly and her spouse for an official visit to Vietnam at the convenient time./.
Vietnam raises its voice on China’s proposal for cooperation in marine exploitation
On China’s proposal for cooperation in marine exploitation, the Foreign Ministry Spokeswoman Le Thi Thu Hang has affirmed that Vietnam’s consistent policy is to support and cooperate on the sea in accordance with the stipulations and statutes of the 1982 UN Convention on the Law of the Sea.

Chinese Foreign Minister Wang Yi has recently said that the best way to control the differences between Vietnam and China is to together cooperate to exploit the sea.
Foreign Ministry Spokeswoman Le Thi Thu Hang said that at the recently held 11th session of the Steering Board of the Vietnam-China bilateral cooperation, the two sides unanimously agreed to comply with the important joint awareness already reached between the senior leaders of the two Parties and two countries and the Agreement on the fundamental principles directing the settlement of the marine issues between Vietnam and China, control well the differences on the sea and there will be no actions that could complicate the situation and expand the dispute, thus maintaining peace and stability on the East Sea.
“Vietnam welcomes the cooperation among countries, including cooperation in the sea” – said the Foreign Ministry Spokesperson of Vietnam.
Ms Hang said that in fact, Vietnam has bilateral and multilateral cooperation with other countries, including China, in difference forms, concerning economy, scientific researches, environmental protection and crime prevention on the sea.
Vietnam’s consistent policy is to support and cooperate on the sea in accordance with the stipulations and statutes of the 1982 UN Convention on the Law of the Sea, suitable to the rights and interests of Vietnam, as well as respecting the rights and interests of the relevant parties, Ms stressed./.
Vietnam in Top Ten Countries to Receive Biggest Remittances in World
According to the report on “Finance for sustainable development in Vietnam” published by UNDP, Vietnam is one of the top 10 countries which have received the biggest remittances in the world with about 2.5% of the total global remittances in 2017.

As judged by UNDP, the remittances of Vietnam has occupied 6% to 8% of GDP in the 2006-2017 stage, higher than other developed countries (on average, it accounts for 1 % to 2% of GDP).
The remittances have made a contribution to the national economic development, the increase of the foreign exchange reserve and equilibrium of current balance, a UNDP representative said.
The USA is the biggest source of the remittances, accounting for 55%; it is followed by Australia, Canada, France, Germany and South Korea. Those remittances have come from the overseas Vietnamese and guest workers abroad.
In the ASEAN countries, the remittances are an important part of the financial picture of some countries. The Philippines has the biggest remittances with the total sum of USD 25.6 billion in 2015. For Vietnam, in 2015, this figure is put at USD 11 billion, ranking the second in the region./.

The offices of the National Assembly deputies, the People’s Council and the People’s Committee are the local administrative offices with the synthetic function and they are not the professional agencies.
So it is proposed to merge these three offices into one to lighten the apparatus. The time to carry out on trial basis is expected from January 1, 2019 to December 31, 2019. When this experimental time expires, the localities should be proactive to make the general report, judging the results of the implementation so that it can be used as the basis for the National Assembly to consider, amend and add 3 laws and organize the implementation in the 2021-2026 term.
10 provinces of Bac Kan, Da Nang, Ha GIang, Ha Tinh, Lam Dong, Quang Ninh, Thai Binh, Ho Chi Minh City, Tay Ninh and Tien Giang are selected for the project./.

The Museum of Nature of Vietnam on September 18, 2018 announced the information on the prehistoric archaeological site discovered in the volcanic cave of the special use forest Dray Sap, Krong No District, Dak Nong Province.
In the volcanic caves, the scientists have found hundred thousands of ceramic pieces, stone tools, gutters, animal bones and teeth and labor instruments, all these show signs of the prehistoric men, 7,000 – 4,000 years ago.
Especially, 10 human remains were unearthed, in which 3 remains were perfect; 2 remains were adult and one was a 4-year-old child./.
