This is an activity to celebrate the 43rd anniversary of the liberation of South Vietnam and national reunification (April 30, 1975 – April 30, 2018) and the 46th anniversary of liberation of Quang Tri Province (May 1, 1972 – May 1, 2018).
After the flag-raising ceremony, people and army men took one-minute silence in memory of the great merits of great President Ho Chi Minh and heroes and martyrs for their great sacrifices for national liberation and reunification.
After the ceremonies, a lot of revolutionary songs were heard resounding, glorifying the homeland and great achievements in the renovation, bringing about the better and happy life to the people.
Also on this occasion, a boat race was enthusiastically organized on the Ben Hai River./.
Government meets in April 2018 regular meeting
The regular April meeting of the Government was held on May 3 under the chair of Prime Minister Nguyen Xuan Phuc.

Macro economy continues to maintain its stability, inflation remains under control and CPI in April sees an increase of 0.08% against the previous month or on average in 4 months, a year on year increase of 2.80%.
Index of industrial production (IIP) has increased by 9.4%, much higher than the previous year, in which the manufacturing industry has increased by 12.3%.
Commodity export continues to be developed with the total turnover of USD 73.76 billion, a 19% increase. The total import turnover sees an increase of 10.1%, mainly importing raw materials, machines and equipment in service of production and export. Trade surplus has reached USD 3.39 billion, making an important contribution to improving the international balance of payment.
International tourists continue coming with a number of 5.5 million, a 29% increase.
There are about 41,000 newly established enterprises nationwide, a 4.3% increase in number and 11.5% increase in capital year on year.
Speaking at the regular meeting of the Government, Prime Minister Nguyen Xuan Phuc has highly appreciated the spirit of ministries, sectors and localities in organizing forums, trade promotions and dialogues to listen to the opinions of the people and enterprises.
The trend of social and economic development in April is positive and comprehensive with an enthusiastic atmosphere felt among enterprises and people, thus making a contribution to consolidating the market confidence, the Prime Minister stressed.
However, as the Prime Minister put it, there are still a lot of difficulties and challenges lying ahead. CPI has seen low increase, heralding a lot of hidden dangers, whereas the disbursement of building investment capital from the State budget remains low.
The Prime Minister wishes that all the Governmental members should keep close and synchronous watch over the process of production and business nationwide so as to avoid any irresponsibilities./.
Quang Ninh Province and State Bank take lead in administrative reform index in 2017
A conference to announce the administrative reform index and the satisfaction index concerning the administrative services in 2017 of ministries, sectors and provinces was organized on Mary 2, 2018 by the Government’s Administrative Reform Steering Board.

As a result, in 2017, 12 ministries reached 80% and higher of the result, in which the State Bank of Vietnam obtained the highest points with 92.36%, followed by the Ministry of Information and Communications, the Finance Ministry, the Justice Ministry, the Ministry of Industry and Trade, the Foreign Ministry, the Ministry of Agricultural and Rural Development, among others.
In terms of provinces and cities under the Central Government, Quang Ninh Province takes the lead with 89.45 points, followed by Ha noi City and Dong Nai Province. Da Nang City was ranked the 4th and Haiphong City, the 5th.
This has reflected the strong points as well as the weak points in implementing the administrative reform of the ministries, sectors and localities. It also helps make the chiefs of agencies raise their high sense of responsibilities in implementing the administrative reform./.

This is an important session when it celebrates the 70th founding anniversary of the International Law Commission.
At the session, Ambassador Nguyen Hong Thao, a member of Vietnam, was elected the second Vice-President of the Commission.
According to the agenda, the Commission is to consider a range of contemporary issues of international law such as subsequent agreements and subsequent practice in relation to interpellation of treaties; identification of customary international law; protection of the atmosphere; peremptory norms of general international law; succession of States in respect of State responsibility, to cite a few.
This is a great opportunity for Vietnam to build, train and develop its contingent of legal experts and to proactively and actively treat the international issues on the basis of international law. This also reflects Vietnam’s ever higher international position and prestige and also its responsibility towards the common cause of the international community./.
Da Nang International Firework Festival 2018 opens impressively
Da Nang International Firework Festival 2018 (DIFF 2018) themed “Legend of Bridges” was officially launched on the Han River on the night of April 30, 2018 with the participation of 8 teams from 8 countries and territories.

Nghe An students denied being issued with visa to USA to attend international competition
One student from Nghe An Province has been denied being supplied with visa to the USA to attend an international scientific and technological competition.
Mai Nhat Anh and his teacher with a machine that can turn saltwater into fresh water
This student who has been denied is Mai Nhat Anh, a 12th grader of Phan Boi Chai High School in Nghe An Province.
Nhat Anh is one of the two authors of the project “the machine to distill saltwater into fresh water with vacuum technology with hydraulic pump by sea water energy”. This project was selected by the Ministry of Education and Training to attend the international scientific and technological competition organized by Intel ISEF in the USA.
However, Mai Nhat Anh and his teacher Quyen were denied being issued with the visas to the US, leading to the danger that the project to the competition is to be annulled./.
5 Western European countries continue to be exempted from entry visas
Vietnam continues to extend the exemption of entry visas for citizens of 5 Western European countries for another 3 years.

This decision has just been made by Prime Minister Nguyen Xuan Phuc at the Governmental meeting on May 3, 2018.
Accordingly, citizens from Britain, France, Germany, Spain and Italy will continued to be exempted from entry visas to Vietnam to the year 2020.
The Prime Minister asserted that it is necessary to continue to extend the exemption of entry visas because Vietnam has now given exemption of entry visas to citizens of only 24 countries, including those from the ASEAN countries. The Ministry of Public Security and the Foreign Ministry are tasked to study the limitations concerning the supply of e-visas so as to be able to amend the Law on Entry – Exit.
According to statistics, there are about 1.34 million international tourist arrivals in Vietnam in April 2018, a 0.1% decrease against the previous month; yet, it is a y.o.y increase of 25.2%.
All told, in the first 4 months of 2018, there are about 5.54 million international tourist arrivals in Vietnam, a y.o.y 29.5% increase./.
Vietnam ranks third in terms of openness in tertiary education in ASEAN
Vietnam has now ranked the third in the ASEAN region, after Malaysia and Thailand, in terms of openness index of the educational system and the second best in achieving the evaluation index concerning national quality and international certificate recognition.

The educational systems of the ASEAN region have been ever more connecting to the international educational community, according to Goging Global 2018, Malaysia.
Not a country with the biggest educational system, Vietnam is judged as having the best educational system as accredited by the criteria. The latest report of Going Global focuses on the 10 ASEAN member countries.
This research work helps the international tertiary educational community judge it in accordance with the criteria concerning the connection and participation in the international activities, including the transfer of lecturers and students, the programs, the organizations and international research cooperation./.
