Further deepening Vietnam-Myanmar comprehensive cooperation partnership
The State Counsellor of the Republic of the Union of Myanmar, Ms Aung San Suu Kyi, has led a senior delegation of Myanmar to make an official visit to Vietnam on April 19-20, 2018 at the invitation of Prime Minister Nguyen Xuan Phuc.

A grand welcoming ceremony was organized at the Presidential Palace on April 19, 2018 in honor of the State Counsellor of Myanmar Aung San Suu Kyi. Right after that, Prime Minister Nguyen Xuan Phuc held talks with Ms San Suu Kyi.
Prime Minister Nguyen Xuan Phuc and the State Counsellor of Myanmar expressed their satisfaction at the development of the Vietnam-Myanmar relationship in the past 40 years already built by President Ho Chi Minh and Hero Aung San and fostered further by the following generations.
The two sides have enhanced mutual understanding and trust with effective security and defense cooperation and ever better economic, trade and investment relations. Vietnam is now the 9th biggest trade partner and 7th foreign investor of Myanmar.
The leaders of the two countries pledged to further deepen the trade-investment relations in order to soon reach the bilateral trade turnover of USD 1 billion and higher. The Myanmar side has highly appreciated the investment projects of Vietnam in Myanmar.
The State Counsellor of Myanmar highly valued the experience shared by Prime Minister Nguyen Xuan Phuc in renovation and international economic integration of Vietnam.
On the other hand, the two leaders also exchanged opinions on the regional and international issues of mutual concern.
After the talks, Prime Minister Nguyen Xuan Phuc and State Counsellor of Myanmar Aung San Suu Kyi witnessed the signing ceremony of 2 cooperation documents between the two countries, including a MoU on cooperation in Postal, Telecommunications and Information Technology and a MoU on Cooperation in Information./.
Developing Vietnam-Iran friendly relationship and traditional cooperation
A high-ranking delegation of the Parliament of the Islamic Republic of Iran led by Speaker of the Parliament Ali Ardeshir Larijani, has paid an official visit to Vietnam on April 15-18, 2018 at the invitation of Chairwoman of the National Assembly Nguyen Thi Kim Ngan.

A grand welcoming ceremony was organized in honor of the Iranian delegation on April 16, 2018. Right after that, the two sides held talks.
During the talks, the two sides exchanged and unanimously agreed to a lot of measures aimed to enhancing cooperation in agriculture, fisheries, energy, mineral mining, oil and gas, telecommunications and banking.
Chairwoman of the National Assembly Nguyen Thi Kim Ngan proposed that the two sides coordinate closely to boost the bilateral trade turnover to USD 2 billion.
The Speaker of the Iranian Parliament believed that the potential of the two sides can be able to reach the target, especially in the oil and gas area. Iran can be able to support Vietnam by supplying petrochemical products, LPG and asphalt. Iran wants to learn Vietnam’s experience in agricultural production.
The two leaders unanimously agreed that in the coming time, the two sides will enhance the exchange of delegations of different levels, especially senior level; continue to closely coordinate at the regional and international forums, including IPU.
The two leaders also unanimously agreed that in the coming time, it is necessary to further strengthen the monitoring role and boost the effective implementation of the agreements signed by the two countries, including the intergovernmental agreements./.
Vietnam voices its protest against China’s military drill on East Sea
The Foreign Ministry Spokesperson of Vietnam Le Thi Thu Hang has affirmed that all activities on Truong Sa and Hoang Sa archipelagoes by other parties without Vietnam’s approval are completely invalid and illegal.

On April 19, 2018, in face of the military drill on the East Sea by China with its air planes landing on Vanh Khan Reef (Mischief Reef in English) of Truong Sa (Spratly) archipelago of Vietnam, the foreign Ministry spokesperson Le Thi Thu Hang stressed that Vietnam has sovereignty over Hoang Sa and Truong Sa archipelagos in conformity with international law; it has the right to sovereignty and jurisdiction over these marine areas in accordance with the 1982 UN Convention on the Law of the Sea.
“Vietnam’s stand point is very clear and consistent. Vietnam wishes all countries concerned to make positive contributions to the maintenance of peace and stability, ensuring security and safety of navigation and aviation on the East Sea” – pointed out Ms Le Thi Thu Hang, further affirming that all the activities in the Hoang Sa and Truong Sa archipelagos’ areas by the parties concerned without the approval of Vietnam are completely invalid and illegal./.
Building superior mechanism, creating motive force for development of three special zones
The Prime Minister has just decided to set up the National Steering Board concerning the building of special administrative-economic units.
Phu Quoc is to be built into one of three special administrative-economic zones
Prime Minister Nguyen Xuan Phuc is the head of the Board and Deputy Prime Minister Truong Hoa Binh is the Permanent Deputy Head of the Board. Pham Minh Chinh, Chief of the Central Party Organizational Board and Uong Chu Luu, Vice-Chairman of the National Assembly, are the Deputy Heads of the Board.
Nguyen Chi Dun, Minister of Planning and Investment and Le Vinh Tan, Minister of Internal Affairs, are the standing members of the Board.
The Monitoring Board is tasked with giving directions and coordinating to settle important issues relating to the special administrative-economic units. The Ministry of Planning and Investment is the standing agency.
The three special administrative-economic units are Van Don (Quang Ninh Province), North Van Phong (Khanh Hoa Province and Phu Quoc Island (Kien Giang Province).
In its first meeting on April 18, 2018, Prime Minister Nguyen Xuan Phuc stressed that it is necessary to build a breakthrough mechanism, creating the motive force for the development of these three special zones, thus contributing to the fast and sustainable economic development. The mechanism and policy shall not go against the Constitution with its superiority, openness and international competitive advantage. The policy shall have to be consistent, stable and long-term./.
Golden Kite Award 2017: Vietnam cinema seems younger

According to People’s Artist Dang Nhat Minh, the entertainment films this year are better than last year.
As said by Ms Nguyen Thi Hong Ngat, Permanent Vice-President of the VCA, there are a lot of films richly imbued with entertainment, but they are successful in terms of art.
The film “Miss Saigon” has won the Golden Kite Award as it deals with the traditional áo dài (lady’s national dress), a touch of Vietnamese culture. The film “You are yet to be 18” won the Silver Kite Award.
Kieu Minh Tuan won the Golden Kite for his role in the film “You are yet to be 18” and Nha Phuong won the Golden Kite for her role in the film “Do love, Don’t be Scared”.
As for the television films, the film “Who Stole My Heart” won he Golden Kite award. The director and cameraman of the film have also won the Golden Kite award./.
73 enterprises win National Quality Award 2017
The Prime Minister has just decided to present the Golden National Quality Award 2017 to 15 enterprises and the Silver National Quality Award to 58 enterprises.

Among the 15 enterprises that have won the Golden National Quality Award are the Binh Minh Plastic Company; the Binh Dinh Pharmaceuticals-Medical Equipment Company; the Cement Joint Stock Company FICO, Tay Ninh; the commercial industry and trade bank of Vietnam, to cite a few.
The Vietnam Quality Award was officially presented in 1996. This is not only the award. It also serves as an instrument to help enterprises have good management and operation so as to have their products and goods of good quality to serve consumers’ requirements, thus enhancing the competitiveness of products and goods./.
Thousands of readers present at opening ceremony of 5th Vietnam Book Day
The 5th Vietnam Book Day was officially opened by the Ministry of Information and Communications at Thong Nhat Park, Hanoi, on April 18, 2018. It last until April 24, 2018.

The Vietnam Book Day is aimed at encouraging the book reading nationwide. This is also a cultural event that has a spill over among the community, bringing about the practical and effective values.
80 units with over 100 booths and 50,000 titles of books have joined the Day. This is an impressive figure for this annual event.
39 books have been awarded with the National Book Prize for the first time on April 19.
The Vietnam Book Day Prize is annually organized (from 2005 to 2016). In 2017, the Prime Minister decided to upgrade the prize to the National Book Prize to honor the authors, translators, scientists and those who have taken part in the publishing work./.
Government is yet to consider the draft Law on Asset Tax
On April 13, 2018, the Ministry of Finance organized a press briefing announcing the building of the draft Law on Asset Tax, in which it proposes to levy taxes on residential and production land, non-agricultural business and houses.

As for houses, the Ministry of Finance has two plans: Taxes are to be levied, firstly, on houses with a value of VND 700 million and higher and secondly, opn houses with a value of VND 1 billion and higher.
The tax rate will vary from 0.3% to 0.4%.
A lot of public opinion has been raised concerning this taxation scheme of the Ministry of Finance. This is not in conformity with the current living conditions of the people. 60% of respondents said that it is not timely to carry out this scheme now.
However, the Government and the Prime Minister are yet to consider this proposal. The Ministry of Finance is asked to continue to study and draw the opinions of organizations and individuals before building it into a bill.
Golf Course lies within the expansion plan of Tan Son Nhat Airport
The conclusion of the Prime Minister at the meeting of the Standing Government was made on April 16, 2018 on the plan to adjust the expansion of Tan Son Nhat International Airport.

The Prime Minister agreed to select the plan proposed by the ADP-I consulting company.
Specifically, a modern terminal to international standards is to be built in the Southern part so as to meet the service of 20 million passengers per year. At the same time, it is prepared to build a cargo terminal, the apron, the maintenance area and other service areas in the Northern part of the airport.
The Defense Ministry is tasked to coordinate with the Transport Ministry, the Ministry of Resources and Environment and the Ho Chi Minh City People’s Committee and the relevant agencies to review the planning and the use of the defense land in the Tan Son Nhat International Airport area just to meet the requirements of expansion of the airport and its infrastructure works./.
Ex-officials prosecuted in relation with Phan Van Anh Vu court case
On April 17, 2018, the Ministry of Public Security announced the prosecution of 7 defendants in relation with the Phan Van Anh Vu case of “deliberately disclosing national secrets”, “Tax evasion”, “Taking advantage of their ranks and titles while carrying out their public tasks”.
Among 7 defendants, there are two persons who were former Chairmen of the People’s Committees of Da Nang City: Tran Van Minh and Van Huu Chien
On April 17, 2018, the Investigation Agency, Ministry of Public Security, released a decision to prosecute and a warrant to arrest the defendant Phan Huu Tuan, former deputy chief of the Department of the Ministry of Public Security and Nguyen Huu Bach, an official of the Ministry for their deliberate disclosure of national secrets.
Also prosecuted are Tran Van Minh, former Chairman of the People’s Committee of Da Nang City (2006-2011 term) and Van Huu Chien, former Chairman of the People’s Committee of Da Nang City (2011-2014 term), for their violation of the stipulations of management and use of State-owned assets, causing great losses”./.
