Prime Minister Nguyen Xuan Phuc attends 3rd Mekong River Commission Summit
Prime Minister Nguyen Xuan Phuc has led a Vietnamese delegation to attend the 3rd Mekong River Commission Summit (MRC) on April 4-5, 2018 in Siem Reap, Cambodia, at the invitation of Prime Minister of the Kingdom of Cabodia Samdech Tech Hun Sen.

Under the theme “Strengthen joint efforts and expand partnerships for sustainable development in the Mekong River Basin”, the Conference was attended by the Prime Minister of Cambodia, Laos, Thailand and Vietnam.
Also on hand at the conference were the Minister of Resources of China and the Minister of Environment of Myanmar, the two dialogue partners of the Commission, together with a lot of representatives other developing partners.
The Conference reviewed the cooperation situation within the framework of the Commission and the implementation of commitments at the 2nd Summit in 2014 in Ho Chi Minh City and determined the prioritized areas in the next stage.
The Conference also approved the Siemriep Joint Statement, affirming the importance of the Mekong cooperation and the strengthening of efficiency of the 1995 Mekong Agreement.
Speaking at the Conference, Prime Minister Nguyen Xuan Phuc said that at present, the Mekong river basin has been facing great challenges with the ever exhausting water resources of the Mekong River both in quantity and quality; the amount of alluvial soil and nutrition have become ever more declining and the ecosystem and environment have become seriously reduced. About 20 million people’s life in the region has been in constant threat.
To ensure the food security in the region, it is necessary to focus on the equal, reasonable and sustainable use of the Mekong water resource and other relevant resources, the Prime Minister stressed.
In the sideline activities of the conference, Prime Minister Nguyen Xuan Phuc had bilateral meetings with Cambodian Prime Minister Samdech Techo Hun Sen and Lao Prime Minister Thongloun Sisoulith./.
Conference of specialized National Assembly deputies discusses 2 draft laws
The Standing Committee of the National Assembly has decided to organize the Conference of specialized National Assembly deputies to discuss two draft laws: The Law on special economic and administrative unit and the Law on Cyber Security.

The Conference of specialized National Assembly deputies was held on April 4 under the chair of Vice-Chairman of the National Assembly Uong Chu Luu.
Speaking to open the conference, Vice-Chairman of the National Assembly Uong Chu Luu pointed out that this conference is of great significance, reflecting the responsibility and mind of the specialized National Assembly deputies in making a contribution to improving quality of the draft laws, particularly the new laws that have in-depth quality.
As for the draft Law on Cyber Security, it has a lot of new contents, making an impact on social life, on human rights and the citizens’ rights. There should be more studies concerning the stipulations of the draft law so as to ensure the constitutional and uniform character in the legal system and to ensure the feasibility when it is to be implemented.
As far the draft Law on special administrative-economic unit, this is also a complicated draft law, concerning the model of local administration organization. It demands the institutionalization of the Party’s line and the conformity of the Constitution, ensuring national defense and security and the people’s interests./.
Government’s regular March 2018 meeting convened
On the morning of April 2, 2018, the Government held its regular March meeting under the chair of Prime Minister Nguyen Xuan Phuc.

This is the meeting of the first quarter to implement the 2018 social and economic development plan with a lot of targets being over-fulfilled as against the previous year.
According to the report of the Ministry of Planning and Investment, GDP in Q1 has seen its highest increase in 10 years, obtaining an increase of 7.38%, much higher than that of 2017 with 5.15%.
International tourists coming to Vietnam are on a vigorous increase with 4.2 million tourist arrivals, a 30.9% increase. The stock exchange market has also seen its vigorous increase with VNindex being surpassing the peak (1,170 points) in 11 years.
Inflation is within control; CPI has seen an increase of 2.82%, while in 2017, it was only a 0.97% increase. Unemployment rate has decreased by 2.2%. The business and investment environment continues to improve.
However, Prime Minister Nguyen Xuan Phuc said that there are still a lot of difficulties lying ahead. There are still many enterprises which have stopped production or been dissolved. More attention should be paid to improving mechanism and policy concerning taxation and land conditions so as to create more favorable conditions for enterprises.
The Prime Minister laid stress on the hidden danger due to the complicated developments of the weather./.
PAPI 2017: Anti-corruption work highly appreciated
On April 4, 2018, the report on the Public Administration Performance Index (PAPI) at provincial level in 2017 was published. Of the 6 indexes, the index of “controlling corruption in the public area” has increased the most.

Specifically, 17% of respondents replied that they had to bribe to be able to receive the certificate of land use right; in 2016, the ratio was 23%. On the other hand, certain respondents said that they had to grease the palms of health care workers at the district-city level, but it has decreased by 9% as compared to 17% in 2016.
According to Kamal Malhotra, UN permanent coordinator and Vietnam-based UNDP permanent representative sai,d that this is quite encouraging to see that corruption in the public area has been satisfactorily controlled.
According to the results of PAPI 2017, 28% of respondents has chosen hunger and poverty as the most worrying issue that need priority from the Government. Greater efforts need being made at the provincial and urban level to meet the ever higher requirements of the people, because there is still a considerable distance between the highest point (39.52 points) and the maximal points (60 points).
About 14,000 people were selected for the survey, the biggest social survey so far in Vietnam, to solicit opinion concerning the implementation of policies and public service provision./.
Vietnam-Russia signs defense cooperation

At the meeting, the two ministers exchanged opinions on the results of the bilateral defense cooperation in recent time and unanimously agreed to a number of contents of cooperation in the coming time.
Russian Defense Minister Sergei Shoigu affirmed that Russia considers Vietnam its important partner and an age-old friend in Asia-Pacific. Russia is ready to develop the relationship and cooperation with Vietnam in the defense field.
Defense Minister Ngo Xuan Lich said that Vietnam has always borne in mind the great assistance of the Government and people of the former Soviet Union as well as the present-day Federation of Russia to Vietnam’s struggle for national independence and construction. Vietnam has always attached importance to developing the comprehensive strategic partnership with the Federation of Russia and considered the Federation of Russia the top priority in its foreign policy.
After the meeting, the two Defense Ministers signed the bilateral defense cooperation development plan in the 2018-2020 stage.
After that, Minister Ngo Xuan Lich met the press. He said that Vietnam has highly appreciated the results of the meeting and believed that the bilateral defense relationship and cooperation will be taken to a new height./.
Two Vietnamese doctor-degree holders listed among 100 top Asian scientists in 2018
According to the selection of Asian Scientist journal (Singapore), two Vietnamese scientists are listed among 100 top Asian scientists in 2018. They are Prof. Dr. Phan Thanh Son Nam, Polytechnic University (Ho Chi Minh City National University) and Assistant Prof. Dr. Nguyen Sum, Quy Nhon University.

Assistant Prof. Dr. Nguyen Sum is awarded for his 57-page long report published in 2015 on the world top mathematics journal, whereas Prof. Dr. Phan Thanh Son Nam is the main author of the remarkable scientific work in the chemical area. He is now the dean of the Chemistry Technical Department, Ho Chi Minh City Polytechnic University.
Asian Scientist is a journal of Singapore came into being on-line in 2011. This is the third year the journal has published the top scientists in the region with the research works that have made considerable contributions in various areas./.
Press caricature prize of Vietnam – Bamboo Dragon Cup - returns
After three years of absence (2015-2017), the Press Caricature Prize of Vietnam of the Sports & Culture magazine, the Vietnam News Agency, has made its official come back.
The Exhibition “96 years of Press Caricature of Vietnam”
The launching ceremony of the 5th Press Caricature Prize of Vietnam – the Bamboo Dragon Cup – was organized in Hanoi on April 3, 2018. Also on the same day, the Exhibition “96 years of Press Caricature of Vietnam” was opened.
The prize is aimed at encouraging the caricature movement nationwide. This is also considered as a spiritual food for readers and viewers. It is also to honor the new-time caricaturists.
The 5th Press Caricature Prize of Vietnam – the Bamboo Dragon Cup” is hosted by the Sports & Culture magazine of the Vietnam News Agency, under the sponsorship of the Vietnam Journalists Association, under theme “Cultural Behavior; Civilized Society”.
It is strongly believed that through the caricatures, it is possible to build the standards of “behavioral culture” of the entire society and help make positive changes among the community./.
Vietnam publishes landmine map
All 63 provinces and cities have been determined being contaminated with landmines and explosives in the total land area of about 6.1 million hectares, account for 18.71% of land area nationwide.

The Defense Ministry has just made public of the landmine contamination map. This can help Vietnam and international community get an insight of the state of landmine contamination after the war in Vietnam.
The project was started 8 years ago with the participation of the survey teams in localities. A lot of localities have been affected very badly by the existing landmines and explosives left behind the war, leading the high level of hunger and poverty.
In an interaction in Hanoi on April 3, Prime Minister Nguyen Xuan Phuc pointed out that even though the war has been over for a long time, the consequences of bombs, shells and chemicals are still in existence, causing bad impact on people’s health and safety. The Party and State have reserved the deepest concern to overcoming the aftermath, especially to helping the victims of bombs, shells and toxic chemicals./.
