Tran Quoc Vuong becomes official Standing member of Secretariat
The Politburo has decided to substitute Dinh The Huynh with Tran Quoc Vuong as Standing member of the Secretariat.

On March 2, 2018, the Politburo held a meeting under the chair of General Secretary Nguyen Phu Trong to get opinion of the personnel work.
The Politburo decided:
1/ Dinh The Huynh, Politburo member, Standing member of the Secretariat, Chairman of the Central Theory Council of the 2016-2021 term will no longer hold the title of the Standing member of the Secretariat and Chairman of the Central Theory Council of the 2016-2021 term so as to be able to have long-term medical treatment.
2/ Tran Quoc Vuong, Politburo member, Chief of the Central Investigation Committee, member of the Standing Secretariat, is to hold the title of the Standing member of the Secretariat.
3/ Nguyen Xuan Thang, member of the Secretariat, Director of the Ho Chi Minh National Political Institute, Vice Chairman of the Central Theory Council, is to hold the title Chairman of the Central Theory Council of the 2016-2021 term./.
CPTPP Agreement: Challenges and Opportunities for Vietnam’s development
On March 8, 2018, in Santiago de Chile, the Comprehensive and Progressive Trans-Pacific Partnership was signed by 11 countries.

This is the agreement that not only impact the economic area, but also other areas in Vietnam. However, a lot of challenges are still lying ahead. According to the Ministry of Industry and Trade, the CPTPP Agreement will make great impacts on Vietnam in various aspects such as politics, foreign relations and economy.
The Agreement will make a contribution to promoting export of goods to such large markets as Japan, Australia, Canada and Mexico as well as attracting foreign investment in the areas Vietnam needs to develop.
According to the agreement, 100% tariff lines for all commodities will be 0% according to the 7-year long roadmap. Such items of goods as shrimps, ocean tuna of Vietnam are to be given priority, while such items of goods as textile and garments, foot wears of Vietnam will also enjoy benefits.
However, a number of items of agricultural and livestock breeding goods of Vietnam will face a lot of challenges, specifically chicken and pork. With the comprehensive cooperation and service liberalization and investment, there will be a wave of attracting of FDI capital.
According to the research of the WB, the CPTPP will help improve investment and business environment and labor productivity. A new chain of supply will be formed in the region, in which Vietnam is a link. Thanks to it, Vietnam’s GDP will have an opportunity to increase when it opens the market door./.
Young people nationwide in army enlisting festival
The 2017 army enlisting festival has been happening in the past few days throughout the country, starting from February 12, 2018.
Secretary of Hanoi Party Committee Hoang Trung Hai talks and gives gifts to new recruits
The enlistment this year has been well implemented with 100% young people nationwide being enlisted into the army. The new recruits have got good educational level, of whom, 12% are having university and college level; 52.2% are of high school level.
Hanoi has recruited 3,500 young citizens into the army, in which 1440 new recruits have joined the Capital City Army Command.
Military Zone 9 in the Cuu Long River Delta began the enlisting day on February 12. Everything went as scheduled with complete safety and security and good quality./.
Two female scientists awarded Kovalevskaia Prize
On March 6, 2018, the Vietnam Women’s Union organized a Kovalevskaia Prize presentation ceremony in 2017 for two typical female scientists.

This year, the Kovalesvskaia Prize has been awarded to Assistant Prof. Dr. Tran Van Khanh (born in 1973, Dean of Molecular Pathology Department and Deputy Director of the Gen-Protein Research Center, the Medicine University of Hanoi and Assistant Prof. Dr. Dinh Thi Bich Lan (born in 1960, Biology Tech Institute, Hue University).
Assistant Prof. Dr. Tran Van Khanh has made a lot of achievements in scientific researches relating genes. In the past 10 years, she has taken charge of 29 State-level scientific research works, made public 170 scientific articles on domestic and foreign journals. In 2015, she was honored the title “The Typical Female Intellectual.
Assistant Prof. Dr. Dinh Thi Bich Lan is the authors of many scientific research subjects that help create a lot of technological products of high application. She has also joined a lot of training courses in prevention of animal diseases, thus helping female peasants improve their lives.
The Kovalevskaia Prize started in 1985 and it has become the national prestigious prize for female scientists. From 1985 to 2016, the Prize has been awarded to 18 collective units and 45 individuals in various scientific branches./.
Forbes: Vietnam has two more US dollar billionaires
Forbes has just made public an annual list of the world US dollar billionaires, including two nore from Vietnam, raising the total of Vietnamese US dollar billionaires to 4.
Apart from Pham Nhat Vuong and Nguyen Thi Phuong Thao, the Forbes US dollar billionaires list this time includes Tran Ba Duong, Chairman of the Management Board of Truong Hai Automobile and Tran Dinh Long, Chairman of the Management Board of Hoa Phat Group
Apart from Pham Nhat Vuong and Nguyen Thi Phuong Thao, two more Vietnamese US dollar billionaires are listed in the Forbes’s annual list. They are Tran Ba Duong, Chairman of the Management Board of Truong Hai Automobile and Tran Dinh Long, Chairman of the Management Board of Hoa Phat Group.
Tran Ba Duong’s net worth is put at USD 1.8 billion and Tran Dinh Long’s net worth stands at USD 1.3 billion./.
1,131 candidates recognized as professors and assistant professors in 2017
On February 6, 2018, the State professor title Council announced a list of 1,131 candidates who meet the criteria of professors and assistant professor in 2017.

As compared to the first list with 1,226 candidates, 95 candidates have been dropped from the list.
A meeting was held to draw experience in recognizing the State professor title. It is necessary to organize the training and give guidance to the grass-root councils in examining the files of the candidates before transferring the candidates to the State Council for consideration, examination and approval.
The medical sector has got 3 candidates who are not up to the requirements for the title of professors and assistant professors./.
Da Nang welcomes USS Fleet
The USS Fleet comprising USS Carl Vinson aircraft carrier, USS Lake Champlain cruiser and USS Wayne E. Meyer destroyer have docked at Tien Sa Port (Da Nang).

The USS fleet started visiting Da Nang on March 5-9. This is the first visit of a USS aircraft carrier to Vietnam. The Da Nang visit lies in the US Navy ship’s roadmap to visit a number of countries in the region.
Director of Da Nang City’s Foreign relations Department Lam Quang Minh hosted the welcoming ceremony.
After the welcoming ceremony, a press conference was jointly organized by the Da Nang City Foreign Relations Department and the Command of the 7th Fleet. An art performance was organized to welcome the USS Fleet. Later the US Navy officers and sailors visited the SOS Village and the Center of Orphans in the City.
The visit has made a contribution to promoting the Vietnam-US relations in conformity with the framework of the comprehensive partnership and to maintaining peace, stability, security, cooperation and development in the region./.
Secretariat gives instructions to treatment of Mobifone’s purchasing of AVG’s 95% shares
That Mobifone has purchased 95% shares of AVG has been determined by the Secretariat as “a very serious case).

On March 3, the Office of the Party Central Committee sent an official letter concerning the treatment of Mobifone’s purchase of 95% shares of AVG. Then the Secretariat held a meeting under the chair of General Secretary Nguyen Phu Trong to hear the report on the results of investigation of the project.
This is a very serious, complicated and sensitive case being paid special attention by public opinion. The Secretariat has asked the Standing Government and Investigation to give instruction and bear responsibility to the conclusions of the investigation so as to be able to make public soon the results of the investigation as stipulated by the law./.
