General Secretary, President of China Xi Jinping makes State visit to Vietnam
General Secretary, President of China has made a State visit to Vietnam on November 12-13, 2017.

This is the second visit of General Secretary, President of China Xi Jinping. The first visit happened in November 2015. The visit to Vietnam this time is also the first foreign visit of Xi Jinping after the 19th Congress of the Communist Party of China.
After the welcoming ceremony, General Secretary Nguyen Phu Trong held talks with General Secretary, President of China Xi Jinping. The two leaders then witnessed the ceremony of signing 12 documents and handing7 cooperation documents between the two countries.

The long-term, stable development and the fruits in the relationship between the two Parties and two countries are the indispensable element for the stability and development of each country.
In his response, General Secretary, President of China Xi Jinping believed that at present, the regional and international situation continues to develop in a complicated and deep way, the reform and door opening cause of China and the renovation of Vietnam are facing with the new opportunities and challenges. China and Vietnam are, under the leadership of the Communist Party, persistent to follow the socialist path; the two sides have enhanced solidarity and cooperation to together pursue development and prosperity, just in line with the fundamental interests of the people of the two countries and mutual benefits for peace, stability, development in the region and the world.

President Donald Trump: Vietnam is US important partner
President of the United States of America Donald Trump has paid the State visit to Vietnam on November 11-12, 2017 at the invitation of President of the Socialist Republic of Vietnam Tran Dai Quang.

On the morning of November 12, 2017, President Tran Dai Quang hosted the official welcoming ceremony in honor of US President Donald Trump at the Presidential Palace according to the Head of State welcoming rituals.

On this occasion, President Donald Trump expressed his condolences over the great losses in human lives and property caused by Storm 12 to the Central, Southern Central and Highlands provinces and believed that the people in the disaster-hit areas will stand firm to overcome difficulties and losses./.
Prime Minister Nguyen Xuan Phuc attends ASEAN-31 Summit in Philippines
Prime Minister Nguyen Xuan Phuc and a high-ranking delegation of Vietnam left Manila, the Philippines, on November 14, for home, concluding the successful attendance of the ASEAN-31 Summit and other related summits at the invitation of President of the Philippines Rodrigo Duterte.

The ASEAN-32 Summit and other related summits happening on November 12-14, 2017 is the ASEAN’s most important event in the year with the participation of the leaders of 10 ASEAN countries and the partners, big power, important regional and international organization, including China, Japan, South Korea, the US, Russia, India, Australia, New Zealand, the UN General Secretary and the President of the EU Council. This is also an occasion of the 50th founding anniversary of the ASEAN.
The Prime Minister and the ASEAN leaders focused on assessing the deployment of the ASEAN Community Vision 2025. The ASEAN leaders together with the leaders of the partners reviewed the work done in implementing the Action Plan and approved the big orientation in order to further deepen the multi-faceted relations in the coming stage.
There were 10 official meetings. On November 14, 2017, the Prime Minister together with the ASEAN leaders attended the signing ceremony of the ASEAN Consensus on the protection and promotion the rights of migrant workers.
Within the framework of the conference, Prime Minister Nguyen Xuan Phuc discussed and put forth a lot of solutions and proposals to a lot of important documents. Speaking at the conference, Prime Minister Nguyen Xuan Phuc affirmed the significance of the 50th founding anniversary of ASEAN, further stressing that in the current stage, ASEAN needs to give priority to implementing three focal point: pooling efforts to build a self-reliant ASEAN and promote the common interest of the Community. ASEAN should pay more attention to building the ASEAN Economic Community and the development of enterprises through promoting the intra-block economic and trade linkage. The Prime Minister also proposed that ASEAN needs to promote further its central role and position on the international arena, striving for the maintenance of peace, security and prosperity in the region.
Prime Minister Nguyen Xuan Phuc affirmed Vietnam’s determination and commitment to work together with other member countries to build a powerful, self-reliant and people-toward Community.
Vietnam has always attached importance to the relations with the partners and proposed that the partners should enhance cooperation with the ASEAN and together with the ASEAN work for maintaining peace, stability, guaranteeing security, safety and freedom of navigation and aviation over the East Sea in the spirit of the rule of law and execution of the UNCLOS 1982.
The ASEAN-31 Summit was crowned with success with its message to the world about an ASEAN of peace, stability and self-reliance./.
National Assembly start interpellation with 4 ministers, chiefs of sectors and Prime Minister
On November 16, 2017, the National Assembly started the interpellation session.

The interpellation happened in two days, starting on November 16. This session had drawn much attention of the voters and people nationwide through the TV and Radio system.
The Prime Minister, Ministers of Finance, of Information and Communications, the General Governor of the State Bank of Vietnam and the Judge of the Supreme People’s Court will be interpellated at the session off the National Assembly.
The National Assembly deputies focused their questions on the tax and customs management and solutions to enhance the management of public debt; on the monetary policy to support production, business and reasonable credit increase. There are also questions on the treatment of bad performing banks in order to ensure safety and improve efficiency of operation of the banking system.
The deputies also put questions on the implementation of information technological application to meet the requirements of administrative reform, particularly the reform of administrative procedures and building of e-Government; on the management of the press and the media and the solution to minimize the malicious and offensive information on social net working sites.
The deputies also put questions on the solutions to improve the trial quality of civil, administrative and corruption cases, to improve the capacity and responsibility of the Court officials to meet the requirements of the justice reform.
After the interpallation, the Prime Minister on November 18, made clearer the issues being paid to by the voters and answered the questions put by the National Assembly deputies./.

Internet Vietnam stands at the 58th position in the world in the world, according to the market research company Akamai.

First Vietnamese to be member of French Overseas Academy of Sciences
Assistant Prof. Dr. Nguyen Ngoc Dien (University of Economics – Law) is to become the official member of the French Overseas Academy of Sciences.

Economics-Law University (Ho Chi Minh University) said that on November 17, 2017, the French Overseas Academy of Sciences of the Republic of France admitted Assistant Prof. Dr. Nguyen Ngoc Dien as its official member.
Nguyen Ngoc Dien was awarded the Legion of Honor Medal with the title of Knight for his contributions to the development of France-Vietnam relationship. As an expert of law for 10 years, he is now the Vice President of Ho Chi Minh City National University, in charge of management of the scientific researches and international cooperation activities in the law and accreditation./.
Vietnam’s foreign exchange reserve continues to rise to USD 46 billion
Vietnam’s foreign exchange reserve scale continues to rise, answers Governor of the State Bank of Vietnam Le Minh Hung at the National Assembly in session on November 16, 2017.

The State Bank of Vietnam Governor also said the country’s foreign exchange reserve scale is now put at USD 46 billion.
So the foreign exchange reserve scale continues to rise in the shortest time. As Le Minh Hung said, the State Bank of Vietnam bought another USD 1 billion and in 2017 alone, the Bank has bought USD 7 billion..
Also for the first time, the State Bank of Vietnam has lowered the buying price of US dollar and USD dollar price has been kept at a stable level of one dollar equals to VND 22,710.
On the interbank market, the price of one US dollar is approx. VND 22,710./.
VND 12,000 billion is to be set aside for doctoral training for 9,000 persons
The Ministry of Education and Training has just submitted to the Government a plan on improving the contingent of teachers and educational managers in the tertiary education for the 2018-2025 stage.

According to the Plan, by 2025, the rate of lecturers of doctoral degree will be raised to 35% (about 9,000 doctor-degree holders), in which 5,000 will be trained abroad at the prestigious universities in the world.
The total fund for this purpose is estimated at VND 12,000 billion.
There are a lot of conflicting ideas concerning this plan. Some thought that the quality of the current doctor-degree holders in the country is yet to be guaranteed; some other said that this sum of money is quite large in the context that the country is still in difficulties. So there must be the second thought about it.
This plan is focused on quality, not quantity as asserted by the Minister of Education and Training so that it is possible to have a contingent of officials that meets the requirements of human resources. Training should be combined with the requirements of use./.
A lot of senior officials disciplined
According to the announcement of the Party Central Investigation Board, on November 7-9, 2017 in Hanoi, the Board met under the chair of Tran Quoc Vuong, Political Bureau member, member of the Secretariat and Head of the Board.

At the meeting, the Board considered and concluded the violations and mistakes of the Standing Committee of Vinh Phuc Provincial Party Committee in the management and use of land and investment management in a number of projects and key works. These mistakes and violations are serious.
