After 7 days of working, the 6th Plenum, the 12th tenure, completed all the contents of the program and closed on the morning of October 11, 2017.

Speaking at the closing ceremony of the 6th Plenum of the Party Central Committee, General Secretary Nguyen Phu Trong pointed out: “From now on, any case that violates discipline will treated with stern measures, from the above down to lower level, so as to maintain the law and order and discipline of the Party and to restore and strengthen confidence, love and respect of the people.”
On October 7, General Secretary Nguyen Phu Trong signed to promulgate the Provision of the Political Bureau on the rotation of leading officials and managers. This is the first provision of the Political Bureau on the rotation of leading officials and managers in the process of boosting the national industrialization and modernization.
On October 6, the Party Central Committee decided to discipline by dismissing Nguyen Xuan Anh from the Secretary of the Party Committee of Da Nang City in the 2015-2020 tenure and he is no longer the member of the Party Central Committee.
Nguyen Xuan Anh seriously violated the organizational principles and the provisions on the things Party members are banned from doing; he also breached the stipulations on the responsibilities of officials and Party members.
Nguyen Xuan Anh’s violations and mistakes are serious, making bad impact on the prestige of the Party organization and of the individual, causing pressing problems among the people and Party members.
The Political Bureau appointed Truong Quang Nghia, member of the Party Central Committee, Minister of Transport to take the position of the Secretary of the Party Committee of Da Nang City in the 2015-2020 tenure.
The Party Central Committee also elected Phan Dinh Trac head of the Central Home Affairs Committee and deputy chief of the Central Anti-corruption Committee and Nguyen Xuan Thang Director of the Ho Chi Minh National Political Institute and Vice-Chairman of the Central Theory Council./.

The Foreign Ministry Spokesperson of Vietnam Le Thi Thu Hang on October 12 raised her voice concerning the US destroyer’s moving closer to Vietnam’s Hoang Sa archipelago on October 10.

Answering the question on the USS destroyer Chafee’s closer movement on October 10, 2017 to the Hoang Sa archipelago under the sovereignty of Vietnam, the Foreign Ministry Spokesperson Le Thi Thu Hang pointed out:
“As a country with sovereignty over Hoang Sa and Truong Sa and a member of the UN Convention on the Law of the Sea, Vietnam has time again affirmed its consistent stand that all countries have the right to free navigation and aviation on the East Sea, conforming to the provisions of international law, especially the 1982 UN Convention on the Law of the Sea”.
The Foreign Ministry Spokesperson further stressed that Vietnam welcomes and continues to ask countries to make active contributions, on the basis of international law, to the maintenance of peace, stability and the rule of law on the East Sea./.
“Đường Kách Mệnh” book in original made public for first time
For the first time, the book “Đường Kách Mệnh” in original – the national treasure – has been introduced in public by the Natonal History Museum.
The book being kept at the Vietnam National History Museum is one of a few in original in 1927, has been recognized as the National Treasure
On October 10, 2017, the National History Museum introduced the exhibition themed “The Light from Đường Kách Mệnh” on the occasion of the 90th anniversary of this publication (1927-2017).
The book “Đường Kách Mệnh” in original and over 150 exhibits, documents and pictures are on display with the aim of helping the public, especially young people, know more about the vision of Nguyen Ai Quoc and the great contributions of young people in the first months of the proletariat revolution of Vietnam.
The book “Đường Kách Mệnh” is the collection of lectures of Nguyen Ai Quoc to train the contingent of officials for the Vietnamese revolution in 1925 to 1927 in Guangzhou (China). The author presented the core things of the Marxist-Leninist doctrine and the fundamental orientation of the Vietnamese revolution in an understandable way.
The first publication was released in 1927 in Guanzhou in lithography. The first copies were sent back home country in a secret way before 1930. The book being kept at the Vietnam National History Museum is one of a few original copies in 1927 and it is recognized the National Treasure./.
Serious rain and flash flood and Government’s urgent measures taken to respond to it
In face of serious rains and flash floods that have wreaked havoc on the Northern part of Vietnam, the Government has taken urgent measures to respond to it and ensure safety of reservoirs and hydro-electric power plants’ dams.
Bui Xa village, Xuan Mai township (Hanoi) is submerged
In the past few days, the total rainfall in the provinces of the North and the Northern Central Vietnam is from 200mm to 300mm and even 400mm to 600mm in Thanh Hoa, Nghe An and Ha Tinh, causing serious flood in a number of residential areas in the low-lying land.
The rains and flash floods have caused great human losses. As of October 12, 46 people died, 33 missing and 30 others were injured. To limit the losses in humans and property of the people, the Prime Minister asked all the agencies getting involved in fighting floods to take urgent measures in response to the natural disasters.
Especially in Hoa Binh Province, 6 families were washed away by flash floods in which 15 ro 20 people were missing. On October 12, a serious land slide happened in Khanh Hamlet, Phu Cuong Commune, Tan Lac District, Hoa Binh Province, burying 20 people and 7 stilted houses./.
Efforts pooled to implement administrative reform
The Ministry of Science and Technology together with 12 relevant ministries and sectors have recently reviewed the work done in eliminating at least 50% of the items of the list of goods of Group 2 falling under the state’s examination before having customs clearance.

he goods of Group 2 are the products and goods that could cause unsafety, affecting human health. However, the list of this group is very cumbersome, because many items of the goods in the list are not really harmful to consumers’ health.
Drastic measures have been taken by the Government in reforming the interdisciplinary examination so as to facilitate the business activities of the enterprises’ community.
The Government has just approved the plan on streamlining the administrative procedures and paper work relating to the management of residents by the Construction Ministry. This has to do with 22 administrative procedures in 4 areas: Construction (11 procedures); houses (7 procedures; real estate business (3 procedures and penalty on administrative violation (1 procedure).
As far as the administration of the Finance Ministry is concerned in relation to the residential management, the Government has decided to streamline 71 administrative procedures in stock exchange (32 procedures); customs (2 procedures) and taxation (37 procedures).
On September 20, 2017, the Ministry of Industry and Trade decided in its Decision to streamline investment and business conditions in the Ministry’s management, in which 675 investment and business conditions were cut./.
New record in forex reserve of Vietnam

Tension between traditional taxi and technological taxi
Of late, the Hanoi Taxi Association has proposed to stop immediately the trial operation of Uber and Grab. This has spread to Ho Chi Minh City, causing anxiety in public opinion.

Vietnam is now carrying out modernization and industrialization for the national development and in search of new motive force, so this measure and competitive form is irrational and non-market.
This protest has not only happened in Vietnam; it has happened in a number of countries in the world, too. In face of this situation, the Department of Transport of Hanoi has just released an official letter sent to taxi enterprises, requesting them to do away with the protest slogans against Uber and Grab. If there is still any protest in that form, a penalty will be applied.
The leaders of the Department of Transport in Ho Chi Minh City also held a meeting, requesting Vinasun taxi to do away with the protest slogans. Traditional taxi in competition with technological taxi should improve their technology to be suitable to the current use of the majority of people./.

The Ministry of Finance continues to maintain its no. 1 position in 5 consecutive years. The Vietnam Social Insurance has made impressive progress by jumping from the 20th position to the 2nd position.
The Ministry of Education and Training has held its same 3rd position, while the State Bank of Vietnam has dropped to the 5th position from its 2nd position.
Da Nang, Ho Chi Minh City and Hanoi continue to share their leading positions respectively, whereas the last three positions in the list are being occupied by Bac Lieeu, Tra Vinh and Lai Chaau respectively./.
A Japanese petrol filling station in Hanoi - Vietnam
The Idemitsu Petrol Company Q8 (IQ8) of Japan has officially opened its petrol filling station in Hanoi.

This is the 100% foreign owned enterprise in Vietnam. This has created a fresh air for the petrol market in Vietnam. Hiroaki Honjo, General Director of IQ8, said that the company will apply the software system for automatic management of the filling station, allowing the card payment to give customers more utilities.
On the other hand, the station has got modern design and well-qualified staff members who have been trained methodically.
IQ8 is the joint venture between Idemitsu Kosan Janpan and the International Oil and Gas Company of Kuwait. Idemitsu Kosan is now the second largest oil and gas company in Japan, only after Nippon Oil Co. In Japan, there are about 3,700 petrol filling stations with Idemitsu brand.
Idemitsu Q8 has now held 35.1% of capital at the Nghi Son Petrochemical refinery (Thanh Hoa Province). According to Decree 83/2014 on petrol business, Idemitsu Q8 does retail business of petrol in the form of being an agent of PV Oil./.
