On the morning of October 4, 2017, the 6th Plenum of the Party Central Committee, 12th tenure, opened ceremoniously in the capital of Hanoi. General Secretary Nguyen Phu Trong chaired the Conference.

The Conference will discuss and contribute ideas to the economic-social and financial-budget situation in 2017, the expected economic-social development plan and the 2018 financial-budget estimate; the strengthening of the people’s health care and protection and the population policy in the new situation; the arrangement of streamlined organizational apparatus and the political system and some other important issues.
On behalf of the Political Bureau and the Secretariat, General Secretary Nguyen Phu Trong laid stress on a number of issues for the Central Committee to pay attention to in the process of discussion, consideration and decision.
The Party Central Committee will discuss and assess comprehensively the social and economic situation in the first 9 months and the forecast of the situation to the end of the year.
The General Secretary further said that on the basis of the forecast for the time to come, it is necessary to determine clearly the objective, basic and most important targets for 2018.
Dealing with the arrangement of the apparatus of the political system, the General Secretary pointed out that the Party has paid constant attention to directing the implementation of a lot of policies and resolutions on the building and organization of the political apparatus and important results have been made in this respect, making a contribution to the great achievements of historic significance of the renovation work.
However, the organizational apparatus of the political system is still cumbersome and less effective; there are still overlapping in the function and tasks of a number of organizations; the apparatus of the Vietnam Fatherland Front and some mass organizations is still slow in renovation. There are still a lot of inadequacies in the structure and quality of the contingent of officials and employees of the State agencies’ apparatus.
The General Secretary stressed that it is necessary to ensure to have a synchronous, systematic renovation in the leading mode, to streamline the staff and reform the salary system in a bid to handle harmoniously the relationship between the State, market and society./.
Positive assessment of Vietnam’s economic prospect in 2017

Assessing the social and economic situation, the Prime Minister said that in Q3, the economy of the whole country had achieved a sudden growth to 7.46%, mainly in the production and services areas; in agriculture, particularly hi-tech agriculture with high level export of agricultural products; in the processing and manufacturing industries and tourism.
Another good news comes from the World Economic Forum which rates Vietnam’s competitiveness 5 times higher. As compared to 5 years ago, this index of Vietnam has increased 50 times. Vietnam’s Purchasing Managers Index (PMI) announced recently by Nikkei is 53 points, the highest in the ASEAN. There is an animated atmosphere of doing business of the people and enterprises.
The Prime Minister urged ministries and sector to boost export, striving to obtain the 20%-21% growth, three times higher than the plan, in which agriculture is possible to obtain export turnover of USD 35 billion. To have the said achievements, the Government has got involved directly in giving direction to remove difficulties for the people and enterprises, in which ministries and sectors concerned have cut down over 5,000 administrative procedures.
However, the Prime Minister asked ministries and sectors not to be subjective, particularly before the weather and climatic contingencies that could possibly happen in Q4. More efforts should be made to implement the set tasks.
The WB said that there is still positive assessment of Vietnam’s economic prospect; it is forecast that Vietnam’s GDP in 2017 could be put at 6.3%; the inflation pressure stands at reasonable level./.
Prime Minister of Lao People’s Democratic Republic visits Vietnam
Prime Minister Thongloun Sisoulith of the Lao People’s Democratic Republic has led a senior delegation of the Lao Government to visit Vietnam on October 2-6, 2017 at the invitation of Prime Minister Nguyen Xuan Phuc.

On October 2, 2017, Prime Minister Thongluon Sisoulith and the senior delegation of the Lao Government held talks with Prime Minister Nguyen Xuan Phuc.
During the talks, the two Prime Ministers reviewed the implementation of the agreements on cooperation, the investment and trade projects and the measures to remove difficulties with a view to fulfilling the targets set by Vietnam and Laos.
They expressed joy at the special relationship and solidarity and the comprehensive cooperation between Vietnam and Laos, which have developed in an ever deeper manner, making an important contribution to the building and defense of the Fatherland of each country.
Prime Minister Nguyen Xuan Phuc affirmed that the Party, State, Government and people of Vietnam have always attached importance to and reserved the highest priority to the strengthening and enhancement of the traditional neighborly relationship, special solidarity and comprehensive cooperation of Vietnam and Laos, considering it the priceless property and the vital element for the revolutionary career of Vietnam and Laos.
Prime Minister Thongluon Sisoulith of Laos expressed his elation to visit Vietnam again and his sincere thanks to the Party, Government and people of Vietnam for having reserved the warm, considerate and brotherly reception for the delegation; his thanks to the Party and State of Vietnam for having awarded the senior leaders of Laos the noblest orders on the occasion off the 55th anniversary of establishing the diplomatic relations between the two countries and the 40th anniversary of signing the Friendship and Cooperation Treaty.
Prime Minister Thongluon Sisoulith also announced that the General Secretary, President of the Lao People’s Democratic Republic will make an official visit to Vietnam at the end of the year to conclude the Vietnam-Laos Solidarity and Friendship Year 2017.
The two sides unanimously agreed to enhance the exchanges of visits by the senior leaders of the two countries in a lot of flexible and abundant forms. The two countries have focused on deploying the implementation of the important projects such as the Lao National Assembly House – the gift of the Party, State and people of Vietnam for the Party, State and people of Laos; the Hanoi-Vientiane expressway project; the project on building the bonded warehouse and the Hon La (Quang Binh) – Kham Muon oil pipe line and some others.
The two sides unanimously agreed to continue to coordinate well the organization of activities to celebrate the Vietnam-Laos Solidarity-Friendship Year./.
Vietnamese Ambassador elected Chairman of the 49th World Intellectual Property Organization
On October 2, 2017, at the first session of the 49th General Assembly of the World Intellectual property Organization (WIPO), representatives of 191 member countries unanimously agreed to elect Ambassador Duong tri Dung the Chairman of EWIPO for the 2018-2019 term.

The General Assembly of WIPO opened its 49th meeting in Geneva (Switzerland).
Ambassador Duong tri Dung is the head of the Vietnam permanent mission to the UNO, the WTO and other international organizations in Geneva (Switzerland).
Speaking at the ceremony, Ambassador Duong tri Dung said that Vietnam will be the responsible member and proactive in making positive contributions to the specific activities of the WIPO.
The Chairman of the General Assembly will chair the sessions of WIPO General Assembly during the term year.
WIPO was established in 1967. It is one of 16 UN professional organizations. WIPO has now had 191 member countries and it is headquartered in Geneva, Switzerland, with Dr. Francis Gurry as the General Director.
WIPO is the first and most important partner of Vietnam in international cooperation in intellectual property./.
Central Organizing Committee holds trial examination to select managing leaders
After two days of organizing the examinations, the Central Organizing Committee had appointed 3 new departmental chiefs for the Policy on Officials, the Party Basis and Locality III departments.

The test was organized to help the Central Organizing Committee have more grounds to select and appoint those who really have the capabilities of leading, managing and having good knowledge of jobs and good virtue and prestige.
On September 30 and October 1, the Central Organizing Committee organized the tests successfully to select three titles of the heads of the Policy on Officials, the Party Basis and the Locality III Departments.
This examination is carried out on a trial basis to select 3 out of 12 candidates for the title of the head of a department in the Governmental agency. And as Nguyen Thanh Binh, deputy chief of the Committee viewed it, this selection is an important breakthrough in the personnel management work, making a contribution to creating a competitive environment in a healthy, equal, open and transparent manner./.
12 projects in losses have way out
12 projects in great losses of the Industry and Trade sector have now had a way out when the Prime Minister approved the scheme 1468/Q-TTg on September 29, allowing the implementation of the specific measures for each project.

According to the scheme, in 2017, the plan on treating each project and enterprise and making detailed plan to deploy the implementation; in 2018, it strives to treat fundamentally the existences and weaknesses for the projects and enterprises and by 2020, all the remaining weaknesses of the projects and enterprises will be completely handled.
Especially, the Government requests that the responsibility be determined and all mistakes committed by the organizations and individuals be seriously treated in the process of investment, management, operation and exploitation of the projects and enterprises.
All the solutions have been given to each specific project with the aim of reducing to the maximum the losses. All these 12 projects in great losses have got investment capital amounting to thousands of billions of dong. Yet, due to the weak or wrong management, they have now failed to operate.
These 12 failed projects are: the Ninh Binh Urea Fertilizer Plant; the Ha Bac Urea Fertilizer Plant; the DAP Fertilizer 1 Plant – Haiphong; the DAP Fertilizer 2 Plant – Lao Cai; the Dinh Vu Polyester (PVTex) Plant; the Phuong Nam Pulp Plant; the Quang Ngai Bio Fuel project; the Phu Tho Bio Fuel project; the Binh Phuoc Bio Fuel project; the Thai Nguyen Iron and Steel Plant; the Quy Xa Iron Ore project and the Lao Cai Iron./.
WB’s proposal on Vietnam’s public debt management
The Report on the Vietnam Public Expenditure Review made by the Vietnamese Government in coordination with the World Bank (WB) shows that Vietnam’s public debt over GDP has increased quickly due to the slackened fiscal policy in recent years.

Vietnam is now facing the great risks even though public debt remains at the allowable threshold. Budget deficit is now at high level, averaging about 5.6% over GDP in the 2011-2015 stage.
The WB report stresses that Vietnam lies in the countries that have the fastest increase of debt over GDP (a 10% increase in the past 10 years). So Vietnam is now facing the worries about the fiscal sustainability. Also according to the WB, the pressure on mobilization for debt reversal remains great with about 50% of domestic debt being overdue in the next 3 years. This will be great pressure in the condition that investors participating in the Government’s bond market remain limited now.
The balance of budget has become ever thinner, making public debt unstable. On this basis, the WB has made 4 recommendations in management of public debt for the Vietnamese Government./.
Implementation of new text book program to be deployed one year later
At the regular Government meeting in September 2017, Prime Minister Nguyen Xuan Phuc agreed to the proposal of the Ministry of Education and Training on the delay of implementing the new textbook program for one more year.

The Prime Minister also said that the propaganda work should be enhanced further with more dialogues just to creat the consensus in society concerning the educational innovation.
On the other the Prime Minister asked for more investigation and examination of the implementation of the 2017-2018 educational tasks so as to be able to handle in time all the wrong doings and violations.
The delay for one more year in implementing the new textbook program will have more time to have better preparation for the compilation, evaluation and testing of the new text books. So, the new textbook program will be implemented in the 2019-2020 academic year. This will be reported to the National Assembly for consideration and decision./.

According to the Ho Chi Minh City Taxi Association, in fact, the Governmental agencies are unable to manage all the cars joining on a trial basis in the e-contract (such as Uber, Grab). It is also very difficult to examine these cars because they have got logo or contract signs.
The Hanoi Taxi Association says that there is a loose management of the e-contract cars in recent time and the number of these cars has climbed to 50,000. So, according to the proposal, these Uber and Grab taxis must have logos and their own signs./.
