40th anniversary of Vietnam’s accession to UNO celebrated

On the occasion of the 40th anniversary of Vietnam’s accession to the United Nations Organization (September 20, 1977 – September 20, 2017), President Tran Dai Quang has had an interview with the press.

As President Tran Dai Quang said, that Vietnam became the official UN member on September 20, 1977 marks the recognition by the biggest global organization and the international community of a Vietnam of peace, unification, independence, freedom and democracy. This is the event of important significance for Vietnam.

In the past 4 decades, Vietnam and the UN have always made efforts to foster and build the ever better relationship and cooperation with the positive results and a lot of potentials for development.

The Vietnamese State and people have always attached great importance to the UN efforts and accompaniment in Vietnam’s construction and development, particularly the UN precious and practical assistance in finance, techniques and experience in the post-war difficult years as well as the years of embargo.

In Vietnam’s renovation years to boost the national industrialization, modernization and international integration, the UNO continues to give positive support to Vietnam with a source of capital being put at hundreds of millions of US dollar. This is one of the important resources that help Vietnam materialize successfully its social and economic development goals, contributing to taking Vietnam to become one of the countries that have completed the UN Millennium Development Goals.

Being an active and responsible member of the international community, Vietnam has always attached importance to its relationship and cooperation with the UN and this is one of the top priorities of its foreign policy.

On the basis of the fine relationship in the past 40 years, we are extremely optimistic about the future relationship between Vietnam and the UNO, President Tran Dai Quang stressed.

Being an active and responsible member in the UN activities, Vietnam will stand shoulder to shoulder with other UN member countries to hold high the fundamental principles of the UN Charter and international law, thus boosting the international relations of equality, friendship and cooperation among nations, ensuring the legitimate interests of all countries, particularly the developing countries./.


Thickening and embellishing Vietnam-Laos border markers completed

A conference to review the work of thickening and embellishing the border markers between Vietnam and Laos was held in Hanoi on September 19, 2017.

Speaking at the conference, Deputy Prime Minister, Foreign Minister Pham Binh Minh, Head of the State Steering Board on inland border demarcation and marker planting, stressed that the Conference s of great importance to affirm the completion of the entire border and territorial issue between the two countries.

The Deputy Prime Minister asserted that this is an important event in the traditional relationship between Vietnam and Laos and it is the golden milestone in the history of cooperation in settling the border and territorial issue between the two countries.

At the conference, Deputy Foreign Minister, Chairman of the National Border Committee Le Hoai Trung presented the report reviewing the work done in the process of implementing the overall plan on thickening and embellishing the National border marker system between Vietnam and Laos.

According to the plan, the two sides have planted 834 main border markers as initially planned. On the other hand, 168 other marking piles have been planted to make the boundary clearer in some areas.

In the process, the two sides have held 63 meetings at different levels. Speaking at the Conference, Prime Minister Nguyen Xuan Phuc pointed out that from now on, Vietnam and Laos have got the extremely clear border line which is described in great detail in the legal documents and attached maps.

This achievement has not only created favorable conditions for the management and protection of the border line, but also made a contribution to vigorously boosting the relations, cooperation in trade, investment and economic, cultural and tourism exchanges of the localities and people in the border areas, consolidating political security, and social order and safety, ensuring national defense and security in the border areas, thus making a contribution to enhancing and strengthening the friendly relations and comprehensive cooperation between the two countries./.


White Book on information technology and communications released

White Book on Information Technology and Communications of Vietnam 2017 will be released in the form of e-book in English, and will be posted openly on webpages of the Ministry of Information and Communications.

White Book on Information Technology and Communications Vietnam 2017 provides information and official statistic figures of 12 contents of activity such as the application of information technology, information safety, telecommunications, the Internet, radio and televisions and e-information, post and others.

The 2017 White Book has supplemented a number of criteria to suit to the international practices, meeting the requirements of information such as the on-line services, application of information technology in enterprises and others. The Book also reflects the current state of affairs in the development of information technology and communications in 2015 and 2016.

The Ministry of Information and Communications will also the White Book in the form of e-book in the web portal of the Ministry for reference of the ministries, organizations, enterprises and the whole society./.


Vietnam’s first lot of dragon fruit exported officially to Australia

After 9 years of negotiation, the first lot of dragon fruit of Vietnam was officially exported to Australia on September 20, 2017.


The dragon fruit of this lot has been grown under strict examination and investigation of the residue of plant protection products as required by the customers

A ceremony to display the first lot of dragon fruit to be exported to Australia was organized in Duong Chau Hoi Commune, Chau Thanh district, Long An Province on September 20 in the presence of Deputy Minister of Agriculture and Rural Development Tran Thanh Nam and Ms Karen Lanyon, Consul General of the Australian Embassy.

There are now 32 provinces growing dragon fruit nationwide with land area of 25,000 hectares and an output of 460,000 tons per year, in which Binh Thuan, Tien Giang and Long An provinces are the biggest dragon fruit growers.

In 2016, export turnover of dragon fruit was put at USD 895 million, account for a proportion of 50.3% in exporting fresh fruit. Dragon fruit of Vietnam has met the requirements of such markets as China, South Korea, Japan and the USA.

Ms Karen Lanyon expressed her elation at the relations between Vietnam and Australia. Vietnam’s dragon fruit is excellent and she is very happy to see that her friends and relatives in Australia will be able to enjoy Vietnam’s dragon fruit in the near future./.


Vietnam Level-2 Field Hospital to carry out UN peace-keeping task in South Sudan

The Vietnam level-2 field hospital is prepared to carry out the UN peace-keeping task at UN Mission in South Sudan.

On the morning of September 9, at Division 317 (Military Zone 7), a closing ceremony of a training course for Field Hospital Level 2 was organized in the presence of General Pham Ngoc Minh, Deputy General Chief of Staff of the Vietnam People’s Army.

The training course was participated by the military medical expert mission from the United Kingdom of Britain led by Brigadier General Toby Rowland and the US military medical mission led by Colonel Teresa Frame.

During the training, foreign experts have shared a lot of experience ranging from the preparatory work, packing of equipment to the process of transporting the equipment to the UN Mission in South Sudan.

After the course, all the staff, officers and men, of the Field Hospital, Level 2, have improved their capacity in management and operation in the mock environment of the UN Mission.

As Ms Mary Tarnowka, US Consul General in Ho Chi Minh City, viewed it, this training course has completed the planned goals and it is an important preparatory step before Vietnam deploys the Level-2 field hospital. She believed that Vietnam will fulfill satisfactorily its tasks in the UN peace-keeping force of the UN Mission in South Sudan./.


Equitization of Vietnam Feature Film Studio in confusion

People, particularly the cinematographic artists, are now worried about the equitization of the Vietnam Feature Film Studio.


Deputy Prime Minister gives direction to investigate the whole process of equitizing the Vietnam Feature Film Studio

Deputy Prime Minister Vu Duc Dam on September 21, 2017 chaired a meeting on equitization of the Vietnam Feature Film Studio. After the reports, the deputy Prime Minister asked to investigate the whole process of equitization of the Studio. “Everything must be transparent,” – He stressed.

The Deputy Prime Minister did come to the Studio and listened to the opinion of the staff of the Studio and the cinematographic artists. The same day, Minister of Culture, Sports and Tourism Nguyen Ngoc Thien worked with the leaders of the Vietnam Feature FGilm Development Joint Stock Company and the leaders of the Vietnam Feature Film Studio.

After 50 years of its existence, the Vietnam Feature Film Studio has produced over 300 feature films, in which many films are the pride of the Vietnamese. In 2010, the Ministry of Culture, Sports and Tourism approved the scheme of shifting the Vietnam Feature Film Studio to the Vietnam Feature Film one-member Joint stock Company.

After so many conflicting ideas concerning the equitization which is thought to be not transparent, the Vivaso Shipping Company bought this unit in June 2017 and now it is called the Vietnam Feature Film Investment and Development Joint Stock Company./.


Two senior officials disciplined by Party Secretariat

On September 20, 2017, The Party Secretariat held a meeting chaired by General Secretary Nguyen Phu Trong to consider the proposal of the Party Central Investigation Committee.

After deliberation, the Secretariat decided to discipline the Party title of Nguyen Phong Quang and Nguyen Anh Dung.

Nguyen Phong Quang, former Party Central Committee member and former deputy head of the Standing Steering Board of the Western part of South Vietnam in the 2011-2016 stage, had committed mistakes in handling the personnel issue; loosening the management and having irresponsibility, causing serious violations in terms of finance and assets, thus causing great losses of the State’s assets and money.

As for Nguyen Anh Dung, former Party Central Committee member, former head of the Chemicals Group, in the past few years, he was irresponsible, loosening the management and lacking examination and inspection, leading to serious violations in the personnel work and in management of the State assets in terms of capital, land and investment of the Group.

As a result, the Party Central Inspection Committee decided to discipline those two above officials./.


64 USD billion for growth goal of greater Mekong subregion

On the morning of September 20, 2017, the 22nd Ministerial Conference of the Greater Mekong Subregion (GMS) was held.

200 delegates from the countries in the greater Mekong subregion and its development partners such as ADB, WB and JETRO participated in the Conference.

The Conference focused on discussing the report assessing the mid-term achievement in the 2012-2022 stage; suggesting the orientation for building the Hanoi action plan and priorities for implementing the subregion’s investment framework in the 2018-2022 stage.

It is informed that the subregion’s investment framework will be capitalized at USD 62 billion. All the GMS countries considered the orientation for building and perfecting the Action Plan Frame in five years. This is also called “the Hanoi Plan”. It is planned to be considered and approved by the leaders of the 6th GMS countries at the GMS Summit due to be held in March 2018 in Vietnam.

The 22nd Ministerial Conference was attended by Cambodia, Laos, Myanmar, Thailand, Vietnam and China. And as said by Minister of Planning and Investment, GMS has opened up the great opportunities for Vietnam to attract foreign direct investment for the social and economic development and international economic integration./.


Warning application of on-line bank being attacked by malware

Malware Red Alert 2.0 on the Android platform is attacking the application of on0line banks. It is warned by the Information safety department under the Ministry of Information and Communications.


Android banking malware has been discovered

A lot of attacks on the application of on-line banks have been discovered by experts in recent time. Vietcombank, BIDV, Agribank, Techcombank, just to cite a few, have been applying Android banking services.

In Mid-September 2017 a new banking malware called Red Alert 2.0 appeared. This malware is able to steal information, SMS messages and other acts to attack the on-line banks.

According to the Information Safety Department, the Red Alert 2.0 malware can be able to steal information of the users very easily. Yet, it is also being sold in the black market, just to cheat a lot of subjects who could buy it./.


Regular spending be urgently cut and controlled

The 2017 Vietnam Finance Forum themed “Public finance reform toward sustainable development was held in Hanoi on September 21, 2017.

The Forum was organized by the Finance Ministry in coordination with the USAID. This is the annual forum within the framework of the State Administration Project for comprehensive development.

It is advocated that from now to 2020, the State bank will face a number of challenges. The economic growth has still met with difficulties, making no small impacts on the revenue while the pressure of spending from the budget is increasing. This is one of the reasons that caused the budget overspending and high public debt, thus making serious impact on the public finance security.

So, to ensure the fiscal stability in Vietnam, it is necessary for Vietnam to have the restructure and improvement of public spending effectiveness. Specifically, Vietnam should cut down and control on a regular base so as to be able to increase the resources for investment and development.

Michael Greene, National director of USAID, said that USAID will help Vietnam build the policy, stipulations and law on finance with the better participation of the people.

Minister of Finance Dinh Tien Dung said that to be able to orientate the restructure of the State bank and management of public debt to ensure the safe and sustainable national finance, the Finance Ministry is studying to build the stipulations relating to taxation, fee, State budget expenditure and public debt management./.
