Egyptian President makes State visit to Vietnam
Egyptian President Abdel Fattah el-Sisi has made his State visit to Vietnam on September 6-7, 2017 at the invitation of President Tran Dai Quang.

This is the first Vietnam visit of the Head of the Egyptian State since the two countries established diplomatic relationship in 1963.
After the official welcoming ceremony in honor of Egyptian President Abdel Fattah el-Sisi, President Tran Dai Quang and Egyptian President Abdel Fattah el-Sisi held talks. After the talks, the two Presidents witnessed the signing ceremony of a number of cooperation documents.
At the meeting with the press, President Tran Dai Quang stressed that the visit of President Abdel Fattah el-Sisi expressed the determination of Egypt in further deepening the traditional relations and cooperation that have bound Vietnam and Egypt for several decades.
On his part, Egyptian President Abdel Fattah el-Sisi stressed that for several decades now, Egypt and Vietnam have maintained the fine relationship on the basis of respect, coordination and cooperation in different aspects such as in the political, economic and cultural fields. The achievements Vietnam has recorded so far in agriculture and trade can serve as the model for other countries to learn. Egypt wishes to develop and improve the economic relations of mutual benefits between the two countries.
Egyptian President Abdel Fattah el-Sisi affirmed that Egypt expects a new horizon for the cooperation between the two countries, meeting the aspiration of the Egyp and Vietnam./.
Protest against China’s live-fire drill in Hoang Sa archipelago
The Foreign Ministry Spokesperson of Vietnam Le Thi Thu Hang on September 5, 2017 lodged a strong protest against China for its live-fire drill in Hoang Sa archipelago under Vietnam’s sovereignty. She affirmed: “That China declared to organize live-fire drill in the Hoang Sa archipelago area of Vietnam is an action that seriously violates Vietnam’s sovereignty over this archipelago, threatening peace and stability in the region and the East Sea.

“Vietnam has once again asserted that it will resolutely defend its sovereignty and legal and legitimate interests on the East Sea by the peaceful means in conformity with international law, including the 1982 UN Convention on the Law of the Sea.”./.
Animated atmosphere on new school year spreads nationwide

President Tran Dai Quang visited the 100-year-old Trung Vuong junior secondary school in Hanoi and beat drum to open the new academic year. Speaking at the launching ceremony, President Tran Dai Quang stressed that the 2017-2018 school year is of great importance for the national education.

Vietnam’s longest sea bridge opens to traffic
On Seotember 2, 2017, Prime Minister Nguyen Xuan Phuc attended the inaugural ceremony of Tan Vu-Lach Huyen motorized road.
Dinh Vu-Cat Hai Sea Bridge, one of the longest sea bridges in Southeast Asia with the total length of 5,44km
The Tan Vu-Lach Huyen motorized road, Hai Phong City, is one of the two approaches of the Lach Huyen Port building project, the first transshipment port in North Vietnam.
The total length of the road is 15.63km with the interchange Tan Vu connecting Hanoi-Haiphong expressway; another interchange connects to the gate of Lach Huyen Port.
Sea Bridge Dinh Vu-Cat Hai has the total length of 5.44km, one of the longest sea bridges in Southeast Asia. To build this bridge, there were a lot of difficulties. Yet, it took only 36 months to complete the construction of the bridge.
Speaking at the inaugural ceremony, Prime Minister Nguyen Xuan Phuc stressed that the inauguration of this bridge right on the National Day (September 2) is of great significance, as it connects the road and express way system of the City as well as the Northern part of the country. It is hoped that the project once put into operation can bring about the social, economic and national defense results. On the other hand, the project contributes to boosting the Vietnam-Japan comprehensive partnership./.
Government supports maximal decentralization in Ho Chi Minh City
On September 6, 2017, the Government’s Party Civil Affairs Committee has a working meeting with the Ho Chi Minh City’s Party Committee’s standing Committee to review the work done in implementing Resolution 16-NQ/TƯ ò the Political Bureau on the direction and task for developing Ho Chi Minh City to the year 2020 and the special mechanisms and policies ò Ho Chi Minh City.

The meeting unanimously agreed to the assessment of the important position and role of Ho Chi Minh City concerning the country’s social and economic development. After 30 years of renovation, Ho Chi Minh City has recorded great and all-round achievements, making a contribution to the common achievements of the region and the country.
Speaking at the meeting,, Deputy Prime Minister Trinh Dinh Dung said that the greatest challenge for the city is the growth of population in the city. So the development of the city, as high as it is, should be sustainable.
Deputy Prime Minister Vuong Dinh Hue also said that the report of the city reflects the idea of “passion, responsibility and sharing”. The City expresses its ambition to continue to take the responsibility to overcome the existing difficulties so as to be able to be on a par with the potential, in which the city is facing the biggest difficulties in traffic congestion, water logging and environmental pollution.
“The city should have suitable mechanism and policy or else the development speed will be slow” – The deputy Prime Minister stressed, further saying that the City needs to focus on a number of plans to take the city back to be the financial center, attracting the trans-national groups to have their offices headquartered in the City.
Prime Minister Nguyen Xuan Phuc said that in the past 10 years, the City has made slow progress, let alone in danger of being left behind. So the City needs a special mechanism and policy to make it great so as to be the economic locomotive of the country, in the spirit that the City for the whole country and the whole country for the City. It is necessary for the City now to practice the decentralization just to create proactiveness and creativity in combination with its responsibility in the social and economic management./.
First Vietnamese awarded Architecture Vassilis Sgoutas Prize

The 26th World Architecture Congress was organized in Seoul (South Korea) on September 6, 2017, where the Union of International Architects (UIA) awarded the Vassilis Sgouta Prize 2017 to Architect Hoang Thuc Hao, lecturer of the Architecture and Planning Department, Construction University.
The Prize is aimed at honoring the creative works and solutions in architecture to help reduce hunger and poverty.
Architect Hoang Thuc Hao is the first Vietnamese to have received this prize thanks to his contributions to architectural creativeness for the poor in the mountainous and rural areas of Vietnak.
Architect Hoang Thuc Hao’s architectural works include three community houses in Auoir Ra (Hoa Binh Province), Ta Phin (Sa Pa) and Cam Thanh (Hoi An City), Lung Luong School (Thai Nguyen Province, Nam Dam Village (Quan Ba – Ha Giang Province). His architectural works bear the community characters for the people in the difficult and underdeveloped areas./.
Rating of Vietnam universities for first time
An independent group of experts on September 6, 2017 announced its rating of 49 universities of Vietnam. This is the rating ever seen in Vietnam for the first time.
It is a surprise that many young universities are rated above many famous universities of the economic block
This group of experts has carried out this rating table in 3 years, selecting 49 universities among 100 universities nationwide for the rating. It is a surprise that some young universities have been rated above some other famous universities in the economic block, say, Foreign Trade University is rated the 23rd, National Economy University, the 30th and so on.
To ensure the objectivity, this group has conducted their studies without being bound by any educational establishments and this has been done without profit and independently.
A lot of questions have been put to the group, in which the data are questioned to be reliable or not. As Dr Pham Thi Ly from Ho Chi Minh City National University said, the quality of these data must be reconsidered very carefully.
The group said that this rating only reflects certain perspectives and it is only a way of assessment so that universities could rely on it to have a look ack at them and fill in the gaps of their schools./.

1973cn hacker group continues to attack Vietnam
The group of hackers suspected to have attacked Noi Bai Airport continues to launch their attack against the domestic agencies and enterprises.

The FortiGuard Labs Security Firm said that it had discovered a number of materials bearing malwares named Rehashed RAT (Remote Access Trojan) spread through email in Vietnam. Experts say that this campaign has been launched by 1973cn hacker group which was suspected to have attacked the information system at Noi Bai and Tan Son Nhat Airports in July 2016.
Security experts have recommended that users should not open the file when they have email without origin. The users also should update frequently the vulnerability patch CVE,2012-0158.
Experts believed that this campaign is being operated by the 1973CN hacker group of China. 1973cn is regarded as the notorious hacket group in China. It has organized thousands of attacks the websites of Vietnam, or to be exact, of recent time, this group of hackers have organized over 40,000 attacks./.
