Prime Minister hosts 50th founding anniversary of ASEAN
Prime Minister Nguyen Xuan Phuc and his wife hosted the 50th founding anniversary of ASEAN and Vietnam’s 22nd anniversary of accession to ASEAN in Hanoi on August 8, 2017.

Present at the ceremony on the Vietnamese part were Deputy Prime Minister and his wife, ministers and Government members, the former leaders of the State and Government, the former leaders of the Foreign Ministry over time and representatives of the Vietnam Fatherland Front, the central agencies and Hanoi City.
On the diplomatic corps were Jorge Rondon Uzcategui, Ambassador of the Republic of Venezuela, Head of Diplomatic Corps; Noel Servigon, Ambassador of the Republic of the Philippines and ambassadors, representatives and head of representatives of international organizations in Hanoi.
Speaking at the ceremony, Prime Minister Nguyen Xuan Phuc reviewed the achievements of ASEAN on the road of development in the past 50 years. Now ASEAN has become a united and strong community operating on the basis of rules, comprehensive, intensive and extensive connectivity, thus making an important contribution to maintaining peace, stability, cooperation and development in the region; its role and position has become ever more increasing in the region and the world. On the other hand, the Prime Minister found it necessary for ASEAN to strengthen solidarity and unification, promote internal strength so as to take the connectivity to a new height and build a Community operating in accordance with the rules with the broad participation of the people, bringing about practical benefits to the people.
The Prime Minister believed that with a population of 630 million, the total GDP reaching about USD 2,600 billion per year, standing the 6th in the world together with an environment of peace and stability, ASEAN is the bright spot on economic cooperation in the Asia-Pacific region and the world.
Prime Minister Nguyen Xuan Phuc affirmed that Vietnam has always considered ASEAN the pillar of priority in its foreign policy. Vietnam commits itself to continue to accompany with the member countries to build the ASEAN Community of solidarity, peace, stability and strength; successfully implement the 2025 ASEAN Vision and the overall goals on three pillars, making an active contribution to maintaining peace and stability and promoting cooperation and development in the region.
On this occasion, the Prime Minister expressed thanks to the partners, international organizations and friends for having reserved cooperation and support to ASEAN members, including Vietnam in recent time; expressed his wish that ambassadors, representatives and heads of representatives of international organizations will continue to be the bridge connecting effectively the countries and organizations to Vietnam and ASEAN.
Speaking at the ceremony, Philippine Ambassador Noel Servigon stressed that one of the great achievements of ASEAN in the past 50 years is the move from a small five-member organization to a solid and strong block recognized and respected on the global scale.
He highly appreciated Vietnam for having organized a lot of activities to commemorate the 50th anniversary of ASEAN in various localities. The Ambassador also informed the success of the 50th ASEAN Foreign Ministers’ Conference. The Ambassador also congratulated Vietnam on the occasion of the 22nd anniversary of its accession to ASEAN./.
General Ngo Xuan Lich visits USA to promote defense cooperation
A senior defense delegation of Vietnam led by General Ngo Xuan Lich, Politburo member, Deputy Secretary of the Party Central Military Committee, Defense Minister, made an official visit to the United States of America on August 7-10, 2017 at the invitation of the US Defense Minister James Mattis.

Right after the welcoming ceremony at the US Defense Ministry Headquarters, the two defense ministers started the talks where they had exchanged the issues of mutual concern and highly valued the results of bilateral cooperation to make a contribution to enhancing the trust and the friendly relations between the people and army of the two countries.
The two ministers unanimously agreed to the measures to push ahead the defense relations and cooperation in the coming time as agreed by the senior leaders of the two countries and the signed documents.
Speaking at the talks, Minister Ngo Xuan Lich stressed that Vietnam considers the USA as one of the top important partners and always gives priority to developing this relationship based on the principles of equality and respect of the political institution, independence, sovereignty and territorial integrity of each country.
The Minister highly appreciated the US cooperation in exercising the law on the sea of the Vietnam Coast Guard as well as in the participation in the UN Peace Keeping Force.
The two ministers unanimously agreed to continue to promote cooperation in accordance with the signed agreements, in which priority is given to overcoming the water aftermath in Vietnam, to responding the challenges to non-traditional security as well as the participation in the UN peace keeping activities.
As for the cleansing of dioxin at the polluted areas, Minister Ngo Xuan Lich said that the two parties have completed the first phase of the Project on cleansing of toxic chemicals at Da Nang Airport and the second phase is being implemented so as to be able to complete it before the APEC Summit is to be held in Da Nang.
On his part, US Defense Minister James Mattis h ighly appreciated the role and position of Vietnam in the region as well as the efforts ineffective cooperation of Vietnam in searching for the US soldiers’ remains missing in action.
Minister James Mattis committed that he will continue to cooperate in looking for information concerning the Vietnamese soldiers missing in action in the war as well as supporting the cleansing of dioxin at Da Nang Aurport.
On this occasion, Minister Ngo Xuan Lich presented Defense Minister James Mattis a new file concerning the location for searching of the US soldiers’ remains missing in action so that the two sides can be able to cooperate in the coming time.

ASEAN and China officially approve COC frame draft
ASEAN and China officially approved the frame draft of the Code of Conduct (COC) in the East Sea on August 6, 2017 after four years of negotiations.
The 50th ASEAN Foreign Ministers’ Meeting in Manila, Philippines
The approval of the frame draft of COC is the first step for the substantial negotiation process so that it will in the end be put in effect with legal binding, making a contribution to maintaining peace and stability in the region.
Deputy Foreign Minister, head of SOM ASEAN, Nguyen Quoc Dung said that this is the positive starting point for the substantial and effective COC negotiation process in the future.
After it is approved by the ASEAN and Chinese Foreign Ministers, this document will be submitted to the leaders at the coming November Summit.
Earlier on August 5, the Foreign Ministry Spokesperson of the host country of Philippines Robespierre Bolivar also stressed that the COC frame draft is considered as a “draft” defining the essence of the Code of Conduct.
Deputy Prime Minister, Foreign Minister Pham Binh Minh also proposed that ASEAN enhanced the exchange with China so as to start soon the essential negotiation of the Code of Conduct in the East Sea which will be put into effect with legal binding soon and affirmed Vietnam’s consistent standpoint of the importance of peace, stability, security and safety of navigation and aviation in the East Sea.
The ASEAN and Cghina on the same day also approved the Memorandum of Understanding (MoU) on setting up the ASEAN-China Center with the aim of judging the reports on implementing the action plans for the negotiating partners./.
A new dumping position for one million cubic meters of mud proposed
The Ministry of Resources and Environment on August 9 sent a report to the Government proposing a new position for dumping 1 million cubic meters of mud of the Vinh Tan 1 Power Company. It is in the Vinh Tan General Port instead of Tuy Phong sea area, Binh Thuan province as planned previously.

It is known that this area is the levelling ground for boats and ships to dock.

Speaking at the event, Deputy Prime Minister Vuong Dinh Hue affirmed that the derivatives market will make positive impacts on transparency and marketability of the base market, through which it will enhance liquidity, enlarge the market scope and support the market to develop in a stable and sustainable manner and this is also the safe and long-term capital mobilization channel for economic growth.
Since its establishment, the scope of the share and bond market has occupied 80% GDP. Many enterprises have mobilized capital for their constant development thanks to the stock market. Now the coming into being of the derivatives market is much needed and inevitable with the aim of perfecting the structure of the financial market and it lies within the development strategy of the stock market in the coming time.

Health Ministry convenes urgent meeting to combat dengue fever
Dengue fever has developed very fast and complicatedly nationwide with the fast growing number of cases in Hanoi and Ho Chi Minh Cities. The Health Ministry convened an urgent meeting on August 10 to find the measures to combat against the epidemics.

Since early this year, there are about 80,555 cases of dengue fever nationwide, in which there are 24 deaths. These cases have mainly concentrated in the South (55%) and in the North (21%). Now Hanoi and Ho Chi Minh Cities have got the biggest number of dengue fever cases, in which there are 13,982 case in Hanoi with 7 deaths; 16,534 cases in Ho Chi Minh City.
At the meeting, Minister of Health Nguyen Thi Kim Tien requested all the agencies concerned to start spraying mosquito-killer in people’s houses, in markets, hospitals, schools, lodging houses and so on, and this must be carried out as a campaign so as to be able to prevent the epidemics from spreading./.
Northern mountain areas are hardest hit by 45-day-long rains
From early June to July17, rains have been pouring down without letup in the northern mountain areas and this is an extraordinary situation.
Flash floods hit hard Son La, Yen Bai, Lai Chau and Dien Bien provinces
Minister of Agriculture and Rural Development Nguyen Xuan Cuong said that the rain on the night of August 2 is the last straw after 45 days of rains without let-up, causing big terrible flash floods against Yen Bai and Son La provinces.
Especially Nam Pam Commune (Muong La District, Son La Province) was the hardest hit by flash floods in the past 70 years. The 8-km long stream has now become a rock-filled ground.
This is an extraordinary situation with the total rainfall being the highest ever seen before in the Northwestern part of the country, Mr. Cuong further stressed.
This flood has caused heavy losses I human lives and property./.
52 hectares handed over to Tan Nhat Airport by military units
In the Tan Son Nhat Airport land area, there are about 1,060,82 hectares, in which the land area belonging to the military units is 489.03 hectares. And the Defense Ministry has decided to hand over 52.22 hectares to Tan Son Nhat Airport for its expansion.

The Defense Ministry advocates that absolutely there will no signing of new contracts for leasing land in the Tan Son Nhat Airport area so as to be able to re-planning the area.
Especially the gold course project within Tan Son Nhat Airport has been examined by the Defense Ministry and reported to the Prime Minister and when there is a decision from the Prime Minister, it will be implemented.
The Government’s inspection board has set up a supervision team to take care of the use of the defense-security land./.
2018 regional minimum wage
After three hours of negotiation, the National Salary Council on August 7 finalized the minimum wage for 2018 with an increase of 6.5% as compared to that in 2017.

After three sessions of discussions, the National Salary Council decided that the regional minium wage in 2018 will be increased by 6.5%. The Council will report to the Prime Minister for consideration and issuance of the Decree on regional minimum wage in 2018 in the coming time.
Even though the economic situation has seen some bright spots, enterprises have still met with a lot of difficulties. Workers are called on to share the difficulties with enterprises for enterprises’ development as well as the country’s economic development./.
Deputy Minister Ho Thi Kim Thoa proposed to be dismissed
The Party Secretariat on August 8 met and considered the proposal of the Party Central Investigation Board on disciplining Ms Ho Thi Kim Thoa, member of the Party Civil Affairs Committee, Deputy Minister of Industry and Trade.

Accordingly, the Party Secretariat decided to dismiss the member of the Party Civil Affairs Committee of the Ministry of Industry and Trade and proposed the Prime Minister to dismiss the title of Deputy Minister of Industry and Trade of Ms Ho Thi Kim Thoa.
Ms Thoa violated the procedures in implementing the equitization of enterprise and did not report to the Ministry of Industry (now the Ministry of Industry and Trade).
Now Ms Thoa and a number of her family members (including mother, brother, sister….) have owned about 11.78 million shares, accounting for 34.57% of charter capital at Dien Quang electric bulb stock company. The value of her family’s asset is put at VND 500 billion./.
