National Assembly completes question-answer session

The senior National Assembly delegation of Cuba led by Esteban Lazo Hernandez, Politburo member of the Communist Party of Cuba, Chairman of the Cuban National Assembly, attended the opening question-answer session of the National Assembly.
The National Assembly heard Ministers of Agriculture and Rural Development; of Culture, Sports and Tourism; of Health; of Planning and Investment who had given answers to the deputies’ questions; the Deputy Prime Ministers Truong Dinh Dung, Vu Duc Dam, Vuong Dinh Hue, Ministers of Industry and Trade; of Transport; Chairman of the Ethnicity Committee; the General Director of Social Insurance of Vietnam who had reported and explained further the issues relating to the areas in their charge and also given answers to questions put by the deputies.
At this session, the National Assembly decided to put questions on the urgent issues being greatly concerned by the people and voters nationwide such as the restructure of agriculture towards the sustainable commodity agriculture and development of fisheries; the management of cultural activities, social ethics and tourism quality; the health treatment and examination and medicine prices in grass-root health establishments and the mobilization, management and use of resources of investment for social and economic development.
Chairwoman of the National Assembly Nguyen Thi Kim Ngan assessed that the question-answer sessions had happened in a democratic, frank, animated and constructive atmosphere. The question-answer activities were highly appreciated by social opinion.
In general the National Assembly deputies expressed their determination to work seriously with responsibility so as to point out the weaknesses and limitations and find out the solutions to resolve the arisen problems.
“The National Assembly takes note of seriousness and the high sense of responsibility of the Governmental members in giving answers to the questions put by the deputies” – Chairwoman of the National Assembly Nguyen Thi Kim Ngan observed, further stressing that even though the country’s economy has still met with a lot of difficulties, the Government, the Prime Minister, the Deputy Prime Ministers, the ministers and the chiefs of the sectors have made great efforts to overcome difficulties so as to be able to stabilize and push ahead the economic development and improve the people’s life./.
President of Cuban National Assembly visits Vietnam
A high-ranking delegation of the National Assembly of People’s Power of the Republic of Cuba led by Esteban Lazo Hernandez, Politburo member of the Communist Party of Cuba, President of the National Assembly of Cuba has made an official visit to Vietnam on June 11-18, 2017 at the invitation of the Chairwoman of the National Assembly Nguyen Thi Kim Ngan.

On behalf of the Vietnam National Assembly, Chairwoman of the National Assembly Nguyen Thi Kim Ngan warmly welcomed Esteban Lazo Hernandez and the high-ranking delegation of the Cuban National Assembly. The visit has not only brought the warmth of solidarity and friendship of the Cuban people to the Vietnamese people, but also shown the new development in the relationship between the two legislatures and the traditional friendly relationship and comprehensive cooperation between Vietnam and Cuba.
The President of the Cuban National Assembly expressed his warm greetings to the entire Vietnamese people and the best wishes for more successes in the social and economic development.
At the talks, the two leaders of the two National Assemblies unanimously agreed to continue to support and boost the implementation of the cooperation programs and projects in agricultural production and consumer goods in Cuba.

Vietnam’s Global Innovation Index increases 12 places in ranking
The report on Global Innovation Index made public by the World Intellectual Property organization, the US Cornell University and the INSTEAD research institute on June 15 shows that Vietnam ranks 47th out of 127 countries/economies, up by 12 places as against last year.

This is the highest positions Vietnam has ever achieved so far.
In the Southeast Asian, East Asian and Oceanian regions, Vietnam ranks the 9th. Vietnam has been judged as having the strong positions in the intellectual and technological output; the complicated/diverse index of the market; the complicated/diverse index of business; the innovative output index and the investment growth index for education.
This is the general result of the whole process of development of Vietnam in recent years; the whole political system has made greatest efforts to improve the business environment, raise competitiveness and the innovative capabilities of Vietnam.
The ever increasing ranking of Vietnam’s business environment in recent time shows the increasingly improved business environment and the confidence of the enterprises’ community in the national business environment./.
Midterm Vietnam Business Forum opens
The Midterm Vietnam Business Forum 2017 opened on June 16, 2017 with the theme “Enhancing linkage of foreign investment with domestic investment in the new context of economy”.

The Forum this year focuses on the assessment of the global policy impact on the private investment area in Vietnam; the linkage between the foreign investment area and the domestic private investment area and the improvement of the efficiency in implementing the law.
It is the time when the FDI enterprises and the small and medium-sized enterprises must be linked together for mutual help and as Vu Tien Loc, Chairman of the Vietnam Chamber of Commerce and Industry viewed it, these two groups of enterprises should sit down and put each product on the table for discussion so as to be able to find the solution to it.
These two groups of enterprises have developed unevenly for several decades now, so they should find ways to link together. Vietnam should change to improve investment environment and practice the linkage to reduce investment and business costs for sustainable development, Mr. Kyle F. Kelhofer, country director of IFC said./.
Vietnam’s response to speech of South Korean President
The Foreign Ministry of Vietnam has requested the Government of the Republic of Korea not to have any action and make any statement that could hurt the feeling of the Vietnamese people, negatively affecting the relationship between the two countries.

“On this issue, on June 9, 2017, a representative of the Vietnam Foreign Ministry had a serious contact with a representative of the Korean Embassy in Vietnam.
Vietnam wishes to develop friendly relations with all countries, including the Republic of Korea. The leaders of the two countries have reached the common awareness about shelving the past and looking forward to the future.
We would like to propose the Korean Government should not have any action and make any statement that hurt the feeling of the Vietnamese people, negatively affecting the relations and cooperation of the two countries”./.
Vietnam calls on China to act with responsibility in East Sea
“All activities of foreign countries in the areas of the Truong Sa and Hoang Sa archipelagos without the permit of Vietnam are completely illegal and impossible to change the reality that Vietnam has the sovereignty over these two archipelagos” – affirmed the Foreign Ministry spokesperson Le Thi Thu Hang on June 15, 2017 at the press briefing.
China has built illegally artificial islands in East Sea area
Vietnam has full legal grounds and historical evidences to affirm its sovereignty over the Hoang Sa and Truong Sa archipelagos.
“As a great nation in the region and the world, China should act with responsibility and constructiveness in maintaining peace and stability in the region as well as in the East Sea on the basis of respecting international law” – Ms Hang stressed.
In another development, at the 27th conference of the UNCLOS member countries recently held at the New York-based UN headquarters, Vietnamese ambassador Nguyen Phuong Nga pointed to the importance of the East Sea to peace, security and development in the region and the world.
Vietnam calls on all the relevant parties not to have any action that could complicate the situation and increase tension in the region. All the disputes must be resolved by peaceful means on the basis of international law, including the UN Convention on the Law of the Sea in 1982./.

Prime Minister Nguyen Xuan Phuc chaired the permanent government’s meeting on June 12, 2017 to consider the plan on expanding Tan Son Nhat Airport.

Deputy Prime Ministers, Ministers of Defense, Transport, Construction, Resources and Environment were on hand.
The Ministry of Transport is tasked to hire foreign consultants to carry out independent studies, surveys and assessments of expanding Tan Son Nhat Airport. The results shall be reported to the Government at the end of this year.
At the meeting, the Minister of Defense affirmed that the Defense Ministry is ready to transfer the defense land to do the job. All the works relating to the development of the golf course must be stopped.
The Government will consider the best possible plan to expand the airport so as to reduce the traffic congestion and overloading traffic inside the airport./.
4 first universities recognized having reached accreditation standards
Hanoi Science and Technology University, Construction University, Da Nang Science and Technology University and Ho Chi Minh City Science and Technology have been officially recognized as having reached the university accreditation standards, according to HCERES organization.

The result of this accreditation is valid for five years (2017-2022).
These 4 universities have been implementing the high-quality engineers program sponsored by the French Government. The results of accreditation will be sent to France for analysis, assessments and decision on recognizing all these 4 universities for having reached the accreditation standards.
The results have affirmed the prestige of these 4 universities and they will help give more conditions to expand international cooperation, attract more foreign students and have more conditions to internationalize these universities. The graduates from these schools will have higher competition in labor market. They will have more favorable conditions to get jobs and to have further education./.
More exports to China, but low prices
In the first five months of 2017, China continued to be Vietnam’s biggest trade partner with the both-way turnover having reached USD 32.76 billion, a y.o.y 23.6% increase, according to the figures of the General Department of Customs.
About ¾ vegetables and fruits of Vietnam are exported to China through non-quota trade
Even there is an increase in export to China, export price remains low. The main reason is that all these goods have been exported through non-quota trade. Specifically, in the first five months of 2017, the value of exported vegetables and fruits to the Chinese market is put at USD 1.06 billion, a 51% increase, accounting for 75% of the total value of exported vegetable and fruits.
On the other hand, China also imported fisheries from Vietnam with a value of USD 338 million, a 38% increase.
In the Vietnam-China Joint Communique on the occasion of the China visit by President Tran Dai Quang, Vietnam and China agreed unanimously to give priority to enhancing the progress to complete the legal procedures on opening the market for some kinds of vegetables and fruits of Vietnam and implementing the evaluation of the criteria to join the Chinese market for milk and dairy products of Vietnam./.
Over 500 cars with 80A and 80B plates from enterprises are to be recalled
The Governmental Office has just announced that all the cars given as gifts by enterprises with 80A and 80B plates will be resolutely recalled in accordance with the instructive of the Prime Minister.

The Ministry of Public Police continues to carry out seriously the instructive of the Prime Minister by resolutely recalling all the 516 cars with plates 80A and 80B and this must reported to the Prime Minister on June 30, 2017.
The fact shows that in recent time, a lot of enterprises have given the local governments at the provincial and city level a lot of luxury cars as gifts. So these local governmental agencies are requested to return these cars to the enterprises./.
