The executive jet carrying Prime Minister Nguyen Xuan Phuc and his wife together with the senior Government delegation of Vietnam landed on Haneda International Airport, Tokyo, Japan on June 4, 2017, starting his official visit to Japan and attend the 23rd International Conference on the Future of Asia.

Prime Minister Nguyen Xuan Phuc on June 5 spoke at the opening meeting of the 23rd International Conference on the Future of Asia. The Conference with the theme “Globalism at a Crossroads – Asia’s Next Move” was attended by the senior leaders and politicians from a lot of Asian countries as well the world’s great economic groups.
Historical facts show that whether we support globalism or not, this remains an inevitable trend, the Prime Minister said. For several decades, the to and fro travels and the legendary stories about the historical silk road have helped us understand an important thing: Globalism is not only the economic process, but the reflection of the aspiration for reaching out, the pursuit of happiness and the conquering of challenges of human kind.
Asia, the largest continent in the world in terms of land area and population, the diversity in religion, culture and ethnicity with the thousand-year-old history, is now the main growth dynamism in the process of globalism.
However, the process of global integration is posing a lot of challenges to Asia, the Prime Minister said, further pointing out three measures to overcome these challenges.
After that the two Government leaders started the talks. After the talks, Prime Minister Nguyen Xuan Phuc and Prime Minister Shinzo Abe witnessed the exchange of 14 signed documents among the ministries and sectors of the two countries.
On this occasion, the two sides have released the Joint Statement on furthering deepening the Vietnam-Japan intensive and extensive strategic partnership.
Earlier on June 5, Prime Minister Nguyen Xuan Phuc and Prime Minister Shinzo Abe joined the Vietnam investment promotion conference and witnessed the ceremony to exchange a lot of contracts, agreements and certificates of investment cooperation with a value of USD 22 billion among the ministries, sectors, localities and enterprises of the two countries.
Speaking at the opening meeting Prime Minister Nguyen Xuan Phuc stressed the fine development of the Vietnam-Japan intensive and extensive strategic partnership. As of the end of 2016, Japan got over 3,200 effective investment projects in Vietnam with the total registered investment capital of over USD 42 billion, accounting for 15% of the FDI capital in Vietnam.
“I believe that nothing can impede the new era on the attachment, closeness and trust in cooperation for development between the two countries” – Prime Minister Nguyen Xuan Phuc stressed.
Prime Minister Shinzo Abe stressed that the Vietnam-Japan partnership in the political and cultural areas and in the people-to-people exchange has been vigorously developing in the spirit of the intensive and extensive strategic partnership and the first Vietnam visit by the Japanese Emperor Empress is of historical significance, thus taking the partnership of the two countries to a new height.
Within the framework of the Japan visit, Prime Minister had attended a lot of the round-table talks with Japanese big economic groups./.

The two leaders kept each other informed of the situation of their own countries and exchanged the specific measures to enhance the bilateral cooperation and the regional and international issues of mutual concern.
The two leaders agreed to continue to improve the efficiency of the mechanism of the Joint Committee on economic cooperation, boost the trade and investment promotion and create conditions for enterprises of the two countries to connect with their partners and get an insight into the market, particularly in the areas the Czech Republic has got the strong positions and Vietnam need to have them.
President Tran Dai Quang thanked the State and people of the Czech Republic for having created favorable conditions fir the Vietnamese community to adapt themselves there and have a stable life. He also expressed confidence that the Vietnamese community continues to promote their active role as a bridge to develop the friendly relations and cooperation between the two countries.
President Milos Zeman affirmed that the Czech Republic will support the strengthening of the relations between Vietnam and EU and early recognition by the EU of the full market economy for Vietnam.
On the East Sea issue, the two leaders stressed the necessity for the settlement of disputes by peaceful means, including the legal and diplomatic process in conformity with international law, especially the 1982 UN Convention on the Law of the Sea (UNCLOS 1982).
Accompanying the Czech President during his Vietnam visit are 68 enterprises of the Czech Republic. Up to now, the Czech Republic has got 35 investment projects in Vietnam, ranking the 42nd among 101 countries and territories that have made investment in Vietnam so far.
There are now 60,000 overseas Vietnamese living and working in the Czech Republic. On July 3, 2013, the Czech Government recognized the existence of the Czech of Vietnamese origin as an ethnic minority group in this country.

National Assembly discusses urgent treatment of bank bad debt
The draft Resolution of the National Assembly on handling the bank bad debts has won almost absolute support in the first session of the National Assembly on June 7, 2017.

The Resolution is thought to have created confidence for the people as bad debt has threatened the country’s economy. Having explained before the National Assembly, General Governor of the State Bank of Vietnam Le Minh Hung said that now there are about VND 150,000 billion as latent bad debt, to 2.25%. The reason is the insufficient and loose process of a number of credit institutions that has create loopholes for customers and some bankers to take advantage to run counter to the provisions.
He further stressed that the principle in handling bad debt is that the State budget will not be used and any violation of the law and any act that goes against the provisions of the law that have caused bad debts and losses to the operation of the banks will be seriously treated./.
US capital flow into Vietnam to be unfrozen
The “Meet The USA” was organized in Ho Chi Minh City on June 7, 2017 by the Foreign Ministry in coordination with the Vietnam-based US Embassy and the Amcham in Vietnam.

Attending the event, apart from the educational, economic, trade and development cooperation organizations, are 100 Vietnam-based US enterprises as well as those in the region such as those from Thailand, Singapore and others.
As it is reported at the event, the USA has so far got the investment projects in Vietnam with a value of USD 12 billion, ranking the 9th in terms of countries and territories. So it is yet to be on a par with the potential of the US investors as well as the relations of the two countries.
However, the US Ambassador Ted Osius affirmed that the US will continue to have more intensive cooperation with Vietnam, particularly in free trade and wish to bring to Vietnam the high-tech solutions. He also highly appreciated the efforts of Vietnam in CPI, one of the core issues of the economic development policy.

Record heat spell in North and Center of Vietnam
In the past 6 days (June 1 to June 6, 2017), a record heat spell hit hard the North and the Center of Vietnam. The temperature on June 3 was the record in the past 46 years in the capital of Ha Noi.

The highest temperature in the North these days was from 37°C to 40°C. However, in Ha Noi, the temperature was added with the heat from vehicles and air conditioners, resulting in having 50°C in some places in the capital city.
Due to the prolonged heat spell, over 50 hectares of protective forest in Soc Son District, Ha Noi City, with mainly acacia trees and eucalyptus trees were burnt down to the ground for hours long on June 5.
On the other hand, this heat spell has also cause a lot of difficulties to the electricity suppliers. So the state of being overloaded due to overuse of electricity can cause power cut on a large scale./.
Vietnam-based Fulbright University gets license
The US Ambassador in Vietnam Ted Osius on June 6 announced in Ho Chi Minh City two grants with the total value of USD 15.5 million from the US Government to Vietnam-based Fulbright University (FUV).

According to Ambassador Ted Osius, this is the first grant of USAID for FUV. He also affirmed that this organization will give more supports to the university educational system in Vietnam.
Speaking at the ceremony, Ms Dam Bich Thuy, Chairman of FUV said that these grants have come at the important time for the school when Fulbright University Vietnam has just been granted with a license for its operation.
It is expected to enroll the first post-graduate course with the public policy programs./.
Hanoi people worry about cutting down 1,300 green perennial trees to widen road
Even though it is still in the plan, the news about cutting down 1,300 green perennial trees on Pham Van Dong Road has caused worries to the people of the capital city.

At the press briefing of the Ha Noi Party Committee on June 6, 2017, the Ha Noi Construction Department officially announced the cutting down of green trees to widen Pham Van Dong Road in the ring road 3 of Mai Dich-Thang Long Bridge section.
According to Vu Nguyen Phong, Deputy Director of the Ha Noi Construction Department, this is necessary to do in order to relieve the traffic congestion. The city tries to avoid to the maximum the green tree area and park. Se we have to calculate carefully to remove green trees in the areas where necessary to remove with priority to preserving green trees first and foremost.
The City’s Construction Department has striven to plant one million green trees by 2020, and about 300,000 green trees have been planted in 2016 and in the first five months of 2017.

Tan Son Nhat Airport needs being upgraded and expanded so as to be able to capacitate 45 million passengers per year. It is proposed that the Government should together with the Defense Ministry and the Vietnam Civil Aviation sector study and exchange ideas with the investors to hand over this land area to expand the airport.
“The Defense Ministry has agreed to the viewpoint for the withdrawal of the land whenever there is order from above. If all the works on the golf course affect the safety of aviation, the Defense Ministry will stop when the aviation sector requests” – said Major General Lam Quang Dai./.
